Union FM Nirmala Sitharaman Presents Manipur Budget 2025-26 with Rs 35,103.90 Crore Allocation.

In March 2025, Union Minister Nirmala Sitharaman, Ministry of Finance (MoF), presented the Manipur Budget for the Financial Year 2025-26 (FY26) in the Lok Sabha. The total expenditure is set at Rs 35,103.90 crore, marking a 7.5% increase from the Revised Estimate (RE) of Rs 32,656.81 crore for FY25.


      - The estimated total receipts for FY26 stand at Rs 35,368.19 crore, up from Rs 32,471.90 crore in FY25. Revenue receipts are projected at Rs 27,231 crore, while capital receipts stand at Rs 8,137 crore.


      - The fiscal deficit for FY25 (RE) is projected at 4% of Gross State Domestic Product (GSDP), while for FY26, it is estimated at 3.42% of GSDP.

     

Main Point :-   (i) A major push is given to the social sector, with Rs 9,520 crore allocated for various welfare programs. For relief and rehabilitation, Rs 15 crore has been allocated for temporary shelters, and Rs 35 crore for housing of displaced persons.

      (ii) A Rs 500 crore contingency fund has been set up for emergencies in conflict-affected Manipur.

President's Rule Imposed in Manipur Following CM Biren Singh's Resignation.

On February 13, 2025, the Ministry of Home Affairs (MHA) imposed President's Rule in Manipur following the resignation of Chief Minister (CM) N Biren Singh. This marks the 11th instance of President's Rule being imposed in the state since its formation in 1951.


      - The last instance of President's Rule in Manipur occurred between June 2, 2001, and March 6, 2002, lasting 277 days.


      - N Biren Singh resigned on February 9, 2025, after nearly 21 months of ethnic violence between the Meitei and Kuki-Zo communities, which began in May 2023. The violence resulted in over 250 deaths and the displacement of thousands. He submitted his resignation to Governor Ajay Kumar Bhalla at the Raj Bhavan in Imphal.

      - N Biren Singh served as the 12th Chief Minister of Manipur from March 15, 2017, to February 8, 2025.

Main Point :-   (i) Due to the growing political instability, the Manipur Assembly, which had a tenure lasting until 2027, was placed under suspended animation. The Assembly was required to reconvene by February 12, 2025, as per Article 174(1) of the Indian Constitution, but failed to meet the deadline.

      (ii) Under Article 356 of the Indian Constitution, President's Rule suspends the state government, and the Governor assumes executive powers on behalf of the President of India. The elected government is dissolved, and the Governor becomes the executive head, managing the administration under the guidance of the Union Council of Ministers, headed by the Prime Minister.

(iii) President's Rule can remain in effect for up to 6 months, with the possibility of extension for a maximum of 3 years. Extensions require parliamentary approval every six months, and special conditions must be met after the first year. Since 1950, President's Rule has been imposed 134 times across 29 states and Union Territories, with Manipur and Uttar Pradesh seeing the most frequent impositions. Jammu & Kashmir holds the record for the longest duration of President's Rule, lasting over 12 years.

President Droupadi Murmu Appoints New Governors for Kerala, Odisha, Bihar, Mizoram, and Manipur.

On December 25, 2024, President of India, Droupadi Murmu, appointed new Governors for five states: Kerala, Odisha, Bihar, Mizoram, and Manipur, at Rashtrapati Bhavan, New Delhi.


      - All appointments will be effective from the dates the Governors assume charge of their respective offices.


      - President Droupadi Murmu accepted the resignation of Raghubar Das as Governor of Odisha and appointed Hari Babu Kambhampati as the new Governor of Odisha.

     

Main Point :-   (i) Rajendra Vishwanath Arlekar was appointed as the new Governor of Kerala, replacing Arif Mohammed Khan.

      (ii) In Odisha, Hari Babu Kambhampati took over from Raghubar Das. Arif Mohammed Khan was moved to Bihar, replacing Rajendra Vishwanath Arlekar. General (Dr.) V.K. Singh (Retired) was appointed as the new Governor of Mizoram, succeeding Hari Babu Kambhampati.

(iii) Additionally, Ajay Kumar Bhalla was appointed as the new Governor of Manipur, taking over from Lakshman Prasad Acharya. All the new appointments will be effective once the respective Governors assume charge of their offices.

UP and Manipur Sign MoU for 'Ek Bharat Shreshtha Bharat' Initiative.

In December 2024, the Uttar Pradesh (UP) and Manipur governments signed a Memorandum of Understanding (MoU) to implement the 'Ek Bharat Shreshtha Bharat' program in Lucknow, UP.


      - The program aims to enhance interaction and promote mutual understanding between the people of different states/Union Territories (UTs) through the concept of state/UT pairing.


     

     

Main Point :-   (i) The Uttar Pradesh Department of Tourism and Culture organized the signing ceremony in Lucknow, where Manipur artists performed Thougal Jagoi, a traditional Meitei folk dance, and Thang Ta, a traditional martial art.

      (ii) The MoU between the two states is effective for three years from the signing date and can be extended for another three years if both states agree.
