(ii) In Odisha, Hari Babu Kambhampati took over from Raghubar Das. Arif Mohammed Khan was moved to Bihar, replacing Rajendra Vishwanath Arlekar. General (Dr.) V.K. Singh (Retired) was appointed as the new Governor of Mizoram, succeeding Hari Babu Kambhampati.
(iii) Additionally, Ajay Kumar Bhalla was appointed as the new Governor of Manipur, taking over from Lakshman Prasad Acharya. All the new appointments will be effective once the respective Governors assume charge of their offices.

The Indian Navy (IN) conducted the 4th edition of the Pan-India Coastal Defence Exercise 'Sea Vigil' in two phases. The Coastal Defence and Security Readiness Evaluation (CDSRE) phase was conducted from November 13 to 19, 2024, and the tactical phase was conducted from November 21 to 22, 2024, across all coastal states and union territories (UT) including Kerala, Lakshadweep, and Andaman & Nicobar Islands. The exercise aimed to take stock of maritime security, including coastal defence and offshore security.
- Sea Vigil is conducted biennially by the IN since 2019. It was designed to validate and enhance measures adopted to reinforce coastal defence post the 26/11 Mumbai terror attacks.
- It also focused on strengthening the security of coastal assets like ports, oil rigs, and single-point moorings and raising awareness among coastal communities about maritime security with the participation of fishing communities, National Cadet Corps (NCC) cadets, and Bharat Scouts.
Main Points:-
(i) During the exercise, the IN also conducted Coastal Defence and Security Readiness evaluations at 51 locations and maritime awareness sessions at more than 60 sites.
(ii) The exercise involved diverse stakeholders, including 6 ministries and 21 organizations, such as the Indian Navy (IN), Indian Army (IA), Indian Air Force (IAF), Indian Coast Guard (ICG), State Marine Police, Customs, Border Security Force (BSF), Central Industrial Security Force (CISF), Port Authorities, and Fisheries Department.
(iii) For the first time, officials from the National Security Council Secretariat (NSCS) participated in the CDSRE phase of the exercise in Gujarat and West Bengal (WB).

IIT Guwahati, IIT Mandi, and CSTEP Bengaluru Release District-Level Climate Risk Assessment Report
Indian Institute of Technology (IIT) Guwahati, IIT Mandi, and the Centre for Study of Science, Technology, and Policy (CSTEP) Bengaluru released a comprehensive report titled "District-Level Climate Risk Assessment for India: Mapping Flood and Drought Risks Using IPCC Framework" on December 13, 2024. The report, supported by the Department of Science and Technology (DST), Government of India, and the Swiss Agency for Development and Cooperation (SDC), provides a detailed analysis of district-level climate risks in India.
The report identifies 51 districts with very high flood risk and 118 districts with high flood risk, with vulnerable regions including Assam, Bihar, Uttar Pradesh, West Bengal, Gujarat, Odisha, and Jammu and Kashmir. Additionally, 91 districts face very high drought risk, with Bihar, Assam, Jharkhand, Odisha, and Maharashtra being the most affected. Alarmingly, 11 districts, including Patna (Bihar), Alappuzha (Kerala), and Kendrapara (Odisha), are highly vulnerable to both floods and droughts.
The report emphasizes the urgent need for tailored, region-specific adaptation strategies to enhance resilience and mitigate the impacts of climate change. It also highlights the importance of collective efforts and innovative frameworks to address climate challenges.

Indian States Showcase Economic Resilience with Over 7% GSDP Growth Post-Pandemic.
India's states have exhibited strong economic resilience post-COVID-19, with 25 states recording over 7% growth in their Gross State Domestic Product (GSDP) during FY22 and FY23, as per the PHD Chamber of Commerce and Industry (PHDCCI) report. Among them, 17 states, including Gujarat, Kerala, Telangana, Rajasthan, West Bengal, Bihar, Karnataka, Uttar Pradesh, Haryana, and Odisha, achieved an impressive 9% growth rate. The report underscores the sectoral strengths contributing to India's economic growth, highlighting Punjab, Haryana, and Uttar Pradesh as leaders in agricultural production. Chhattisgarh, Madhya Pradesh, and Odisha have leveraged their industrial and mineral wealth, while Maharashtra, Gujarat, and Karnataka excel in industrial and technological advancements. Tourism-centric states like Kerala, Rajasthan, and Goa boost foreign exchange earnings. Infrastructure development in Tamil Nadu and Andhra Pradesh, along with renewable energy initiatives in Rajasthan and Gujarat, align with sustainable development goals. Improved connectivity in Northeastern states has transformed them into trade and tourism hubs. Human development achievements in Kerala and Tamil Nadu, coupled with initiatives like Gujarat's Vibrant Gujarat Summit and Telangana's IT corridor, have attracted foreign investments, amplifying India's global outreach. Kerala Signs New Agreement with Adani to Complete Vizhinjam Port by 2028
The Kerala government and Adani Vizhinjam Port Private Limited have signed a supplementary concession agreement to expedite the completion of the Vizhinjam International Seaport. The new agreement revises the commissioning date to December 2024 and aims to complete all phases by 2028, significantly ahead of the original 2045 deadline.

ICAR-IISR Releases India’s First Ginger Variety IISR Surasa for Vegetable Use
The Indian Council of Agricultural Research (ICAR) and the Indian Institute of Spices Research (IISR) have introduced India's first ginger variety specifically for vegetable use, named IISR Surasa. Developed through a farmers’ participatory breeding program, IISR Surasa is a non-pungent cultivar that offers superior organoleptic qualities, making it more appealing for consumption. Scientifically grown, it can yield up to 24.33 tons per hectare. Extensive trials over six years have shown consistent and high output. The variety has been approved by the Kerala State Varietal Release Committee and is ideal for creating dry ginger and growing in polybags. Farmers will have access to its planting material from the upcoming planting season.

Kochi (Kerala)-based Muthoot Microfin Limited (MML), a microfinance institution, has started disbursing loans through its co-lending partnership with the State Bank of India (SBI), India's largest commercial bank, headquartered in Mumbai, Maharashtra.
- This initiative aims to support rural entrepreneurs, enhance financial inclusion, and promote self-sufficiency in rural and semi-urban areas.
- In the 2nd Quarter (Q2) of Financial Year 2024-25 (FY25), MML's net profit dropped 44% to Rs 61.6 crore from Rs 110 crore last year, due to challenges in the microfinance sector and higher employee costs, while its gross non-performing assets (NPA) ratio increased to 2.7% from 2.3% in the same period last year.

BPL (British Physical Laboratories) Group Founder TP Gopalan Nambiar Passes Away at the Age of 94.
TP Gopalan Nambiar (also known as TPG), the founder of British Physical Laboratories (BPL) group, passed away at the age of 94 in Bengaluru, Karnataka. He was born on 25 November, 1929 in Kannur, Kerala.
- T P Gopalan Nambiar was a prominent Indian entrepreneur and business leader, best known for establishing BPL, one of India's leading consumer electronics companies.
- He actively supported the evolution of the Indian electronics industry between the years 1960 and 1990 and had established itself as a leader in the Indian consumer electronics market.
Main Points:-
(i) TP Gopalan Nambiar was honored with the Electronics Man of the Year Award (1992), National Citizen's Award (2000), and Lifetime Achievement Award (2007).
(ii) He was also recognized by the Confederation of Indian Industry (CII) (2008) for his leadership in building a strong Indian brand in the global electronics market.
(iii) BPL was founded in 1963. Its first manufacturing facility was set up in Palakkad, Kerala.

World Bank Approves USD 200 Million Loan for Climate-Resilient Agricultural Transformation Project in Kerala.
The World Bank (WB) has approved a USD 200 million (Rs 1,655.85 crore) loan to support Kerala's agricultural sector through the Kerala Climate Resilient Agri-Value Chain Modernization (KERA) Project.
- The loan is provided by the WB's lending arm International Bank for Reconstruction and Development (IBRD) with a 23.5-year term and a 6-year grace period.
- This initiative will help farmers adopt climate-smart practices, improve market access, and promote women-led small businesses in agriculture.
Main Points:-
(i) The WB has approved a Rs 2,365.5 crore project submitted by Kerala's State Agriculture Department during a meeting of the WB executive directors held on 31 October 2024.
(ii) The project has been sanctioned Rs 1,655.85 crore (USD 200 million) in assistance from the World Bank, with the Kerala state government contributing Rs 709.65 crore.
(iii) As a leading producer of spices like cardamom, vanilla, and nutmeg, Kerala accounts for approximately 20% of India's total agri-food exports.

The Thiruvananthapuram Municipal Corporation in Thiruvananthapuram, Kerala, has become the 1st Indian city to win the Global Award for Sustainable Development in Cities, also known as the Shanghai Award.
- The award ceremony took place on 2nd Nov 2024, in Alexandria, Egypt, coinciding with World Cities Day 2024.
- The award was received by Thiruvananthapuram's Mayor, Arya Rajendran, along with the CEO of Smart City Thiruvananthapuram Ltd., Rahul Sharma.
