India and 62 Nations Endorse World's First Global Carbon Tax for Shipping Sector.
In April 2025, India along with 62 other countries agreed to the world's first-ever global carbon tax by including commercial shipping under its ambit to combat Greenhouse Gas (GHG) emissions in the sector.
- This historic move was finalized following a vote at the United Nations (UN)-backed International Maritime Organisation (IMO) headquarters in London, United Kingdom (UK).
- A total of 63 nations, including India, Brazil, China, the European Union (EU), Japan, South Africa, and Singapore, voted in favor of the new carbon pricing mechanism for the shipping industry. However, major oil-producing countries like Saudi Arabia, the United Arab Emirates (UAE), Russia, and Venezuela opposed the proposal.
- Currently, the shipping industry contributes to 3% of global GHG emissions.
Main Point :-
(i) The new carbon tax framework is expected to be formally adopted in October 2025, after which it will become mandatory for large ocean-going ships exceeding 5,000 gross tonnage, which currently contribute to 85% of total Carbon Dioxide (CO2) emissions from international shipping. The carbon tax will officially be enforced from 2028, marking a significant regulatory step for the maritime industry.
(ii) Under this framework, ships will be required to either transition to low-emission fuels or pay emission fees ranging from USD 100 to USD 380 per tonne, depending on their pollution levels. This pricing mechanism aims to push shipping companies towards cleaner energy alternatives while placing financial responsibility on higher emitters.
(iii) Since the shipping sector was not included under the 2015 Paris Agreement, this legally binding global carbon tax represents a major milestone in addressing emissions from the maritime domain. The initiative is projected to generate USD 30–40 billion in revenues by 2030, averaging USD 10 billion annually, all of which will be dedicated to decarbonizing the shipping industry. However, the framework is expected to cut CO2 emissions by only 10% by 2030, falling short of the IMO's target of a minimum 20% reduction.

According to the report, Indira Gandhi International Airport (IGIA), New Delhi (Delhi) ranked 9th among the world's top 10 busiest airports in the 'passenger' category. Over time, Delhi Airport has consistently improved its global ranking—from 17th in 2019, 13th in 2021, to 10th in 2023.
- In 2024, IGIA recorded 77 million passengers, showing a growth of 7.8% over 2023 and 13.6% compared to 2019.
- Hartsfield-Jackson Atlanta International Airport (ATL) in the United States of America (USA) retained its position as the world’s busiest airport, managing over 108 million passengers in 2024.

World Bank's 2025 Report Highlight that 2 Billion People in Low and Middle-Income Countries Still Without Adequate Social Protection.
In April 2025, the Washington, D.C. (United States of America)-based World Bank (WB) released its report titled “State of Social Protection Report 2025: The 2-Billion-Person Challenge.” The report highlights significant global disparities in social protection and emphasizes the urgent need for reform, especially in Low-Income Countries (LICs) and Middle-Income Countries (MICs).
- According to the report, nearly three out of four people in LICs had no access to social protection services as of 2022. Overall, around two billion people in LICs and MICs were found to lack adequate social protection.
- The report reveals gender disparities in the distribution of social protection benefits. In a sample of 27 countries, women received only 81 cents for every USD 1 received by men, highlighting a major gender gap in benefit allocation.

(i) The report was prepared by the ASPIRE team (Atlas of Social Protection Indicators of Resilience and Equity) of the World Bank, in collaboration with departments focused on social safety nets, labour, skills development, and pensions.
(ii) An analysis covering 73 countries, including LICs, MICs, and High-Income Countries (HICs), showed that between 2010 and 2022, social protection coverage increased by 10 percentage points, rising from 41% to 51% of the population.
(iii) Over the past decade, social protection systems in LICs and MICs have expanded to cover approximately 4.7 billion people—equivalent to three out of every four individuals. However, 1.6 billion people still remain uncovered, underscoring the massive gap that still needs to be addressed.

UAE Recently Elected as Chair of INTERPOL's Governance Committee.

In April 2025, the Geneva (Switzerland)-based United Nations Conference on Trade and Development (UNCTAD) released the '2025 Technology and Innovation Report', highlighting global readiness for frontier technologies. According to the report, India secured the 36th rank (for the year 2024) among 170 countries on the ‘Readiness for Frontier Technologies’ Index, marking a significant improvement from the 48th rank in 2022.
- The index evaluates five core indicators: Information and Communications Technology (ICT) deployment, skills, Research and Development (R&D) activity, industrial capacity, and access to finance.
- India’s performance on the ‘Readiness for Frontier Technologies’ Index was mixed across key parameters. It ranked 99th in ICT deployment, 113th in skills, but showed strength in R&D activity (3rd) and industrial capacity (10th).
- In terms of access to finance, India stood at 70th, reflecting areas of both progress and potential improvement.

China ranked 2nd globally, investing approximately USD 7.8 billion, while India secured the 10th position, with AI investments worth USD 1.4 billion. UNESCAP Warns"Climate Disasters Could Slash GDP by 6% in One-Third of Asia-Pacific Countries".
On April 8, 2025, the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) released its report titled “Economic and Social Survey of Asia and the Pacific 2025: Understanding the Macroeconomic Implications of Climate Change.” The report sheds light on the significant economic challenges faced by the Asia-Pacific region due to the adverse impacts of climate change.
- According to UNESCAP, climate disasters could result in annual economic losses of at least 6% of Gross Domestic Product (GDP) in one-third of the region's countries.
- Despite contributing 60% to global economic growth in 2024, many Asia-Pacific nations remain underprepared for the potential economic shocks induced by climate change and the transition to greener, more sustainable economies.
- The report highlights key threats to regional resilience, including slower productivity growth, high public debt risks, and increasing trade tensions, while emphasizing the critical need for governments to strike a balance between promoting economic growth and achieving sustainability amidst the growing climate-related challenges.

(iii) By 2026, India's GDP growth is forecast to reach 6.6%, backed by strong macroeconomic fundamentals, while inflation is anticipated to decrease further to 4%.

India Elected by Acclamation to UN's ISAR for 2025–2027 Term.
In April 2025, India was elected by acclamation to the United Nations Intergovernmental Working Group (IWG) of Experts on International Standards of Accounting and Reporting (ISAR) for a three-year term from 2025 to 2027. This reflects India’s growing leadership in global financial governance and international standard-setting platforms.
- As a member of ISAR, India will contribute significantly to shaping global standards in financial reporting. Its participation strengthens efforts to enhance transparency, accountability, and uniformity in both financial and non-financial reporting practices across nations, further reinforcing India’s position in international policy-making related to corporate disclosure and sustainability.
- ISAR was formed in 1983 by the United Nations Economic and Social Council (ECOSOC). It is coordinated by the United Nations Conference on Trade and Development (UNCTAD), based in Geneva, Switzerland. ISAR conducts annual sessions in Geneva to address emerging global issues in enterprise accounting and corporate reporting frameworks.
- The main mandate of ISAR is to help member states improve the quality and international comparability of financial reporting. Hungary Recently Announces Decision to Withdraw from International Criminal Court (ICC).
In April 2025, the Government of Hungary announced its decision to withdraw from the International Criminal Court (ICC), headquartered in The Hague, Netherlands. The move came shortly after the visit of Israeli Prime Minister Benjamin Netanyahu to Hungary, drawing international attention. As per Article 127 of the Rome Statute, which governs the ICC, Hungary’s withdrawal will become official one year after it formally notifies the United Nations (UN).
- Hungary, a signatory of the Rome Statute since 1999, is now set to become the first European Union (EU) country to exit the ICC.
- The formal exit process requires Hungary to send a written notice of withdrawal to António Guterres, the Secretary-General of the United Nations. Once this letter is received, the one-year countdown toward official withdrawal begins.
- As of March 2025, only two countries—Burundi and the Philippines—have officially withdrawn from the ICC. Hungary’s move adds a new chapter in ICC history, raising concerns about international accountability and the future participation of EU nations in global justice mechanisms.

(i) In November 2024, the ICC issued an arrest warrant against Israeli Prime Minister Benjamin Netanyahu for alleged war crimes in Gaza. These charges relate to Israel’s military retaliation following the October 7, 2023, Hamas attack on southern Israel, which killed about 1,200 people and saw over 250 hostages taken.
(ii) As an ICC member, Hungary is required to act on ICC warrants, including arresting accused individuals. However, due to its strong political and diplomatic support for Israel, Prime Minister Viktor Orbán declared Hungary would not arrest Netanyahu, creating a direct conflict with ICC obligations.
(iii) To avoid violating ICC rules while maintaining its alliance with Israel, Hungary announced its decision to withdraw from the ICC in April 2025. Once the formal withdrawal notice is submitted, Hungary will become the first European Union (EU) country to leave the ICC.

Thailand Hosts 6th BIMSTEC Summit in Bangkok with Regional Leaders in Focus.
In April 2025, Thailand, the current chair, hosted the 6th Summit of the Heads of State/Government of the member States of BIMSTEC (Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation) in Bangkok under the theme "Prosperous, Resilient, and Open BIMSTEC" (PRO BIMSTEC). The summit was chaired by Thailand Prime Minister (PM) Paetongtarn Shinawatra.

11th BRICS Environment Ministers’ Meeting Held in Brazil.
In April 2025, under the presidency of Brazil, the 11th BRICS (Brazil, Russia, India, China, and South Africa) Environment Ministers’ Meeting was recently held in Brasília, Brazil, from April 3 to 4, 2025. The meeting aimed to strengthen collaboration among Global South nations to foster inclusive and sustainable environmental governance.

India & Nepal Recently Sign MoUs for 10 HICDPs in Nepal Under NRs. 625 Million Grant.
On April 1, 2025, the Embassy of India in Kathmandu (Nepal), in collaboration with the Ministry of Federal Affairs and General Administration, Government of Nepal, and other Project Implementing Agencies, recently signed Memoranda of Understanding (MoUs) for undertaking 10 High Impact Community Development Projects (HICDPs) in Nepal.
- These projects, supported under the grant assistance of the Government of India (GoI), focus on Education, Health, and Culture sectors, with a total estimated cost of Nepalese Rupees (NRs) 625 million.
- This initiative is part of India's ongoing commitment to enhancing infrastructure and community development in Nepal at the grassroots level.
- New schools will be built in Taplejung (Koshi), Gulmi & Rupandehi (Lumbini), and Kailali & Bajhang (Sudurpashchim). These projects aim to improve educational infrastructure, ensuring better learning opportunities for students in remote regions and enhancing access to quality education across Nepal.

UNESCO Releases 'Education and Nutrition: Learn to Eat Well' Report at Nutrition for Growth 2025 Event in Paris.
In March 2025, the Paris (France)-based United Nations Educational, Scientific and Cultural Organisation (UNESCO) released its latest report titled 'Education and Nutrition: Learn to Eat Well', which highlights the quality of meals served in schools globally.
- The report was unveiled during the 'Nutrition for Growth (N4G)' event, hosted by France from March 27 to 28, 2025, in Paris. It was developed by UNESCO in collaboration with the Research Consortium for School Health and Nutrition.
- The report calls on governments to not only expand access to school meals but also enhance their nutritional value, ensuring better health and learning outcomes for students worldwide.
- The UNESCO report found that 50% of primary school pupils received meals in 2024, but 27% lacked nutritionist input (2022). Only 93 of 187 countries had school food regulations, raising concerns about meal quality.

(i) Among these 93 countries, only 65% had regulations covering foods sold in cafeterias and vending machines, pointing to gaps in ensuring healthy meal options. The report emphasized the positive impact of nutritious school meals on education, with data showing that school meals increased enrolment by 9% and attendance by 8%, while also improving learning outcomes.
(ii) The report also addressed the rising concern of childhood obesity, which has more than doubled in most countries since 1990, even as food insecurity continues to escalate. Despite this, 418 million children now benefit from school meals globally, an increase of 30 million since early 2020, showcasing efforts to expand school feeding programs post-pandemic.
(iii) However, nutritional deficiencies remain a major issue, as over half of school meal programs lack adequate fruits and vegetables, while one-third continue to provide sugary drinks, highlighting the urgent need for improved food quality in schools.

IAF Joins Multinational Air Exercise 'INIOCHOS-25' in Greece.
In March 2025, the Indian Air Force (IAF) took part in the 12-day biennial multinational air exercise INIOCHOS-25, conducted from March 31 to April 11, 2025, at Andravida Air Base, Greece. Hosted by the Hellenic Air Force, the exercise was held in the historic region of Elis.
- This biennial exercise serves as a platform to enhance skills in planning and executing Combined Air Operations, refine tactics in complex air warfare scenarios, and facilitate the exchange of operational best practices.
- The INIOCHOS exercise, meaning "charioteer" in ancient Greek, is an annual multinational air training event with air and ground assets from 15 nations. It started as a small tactical drill in the 1980s and has become one of Europe’s most realistic air combat training platforms.
- The exercise sharpens combat skills, fosters tactical knowledge exchange, and strengthens military ties. The previous edition was held in Greece from April 8 to April 18, 2024.

(i) The IAF participated in INIOCHOS-25 with Su-30 MKI fighter jets, IL-78, and C-17 combat support aircraft, enhancing its operational preparedness and strengthening India's strategic ties with friendly nations. The exercise features the largest number of fighter jets and helicopters from various countries, including France, Israel, Italy, Poland, Qatar, Spain, UAE, and the USA.
(ii) INIOCHOS-25 is divided into three phases: Phase 1 (March 24-30, 2025) involved the deployment of forces, Phase 2 (March 31-April 11, 2025) is the main exercise where air operations take place, and Phase 3 (April 11-13, 2025) focuses on redeployment.
(iii) During the main phase, participating air forces will conduct various air operations, including Offensive and Defensive Counter Air Operations, Strategic Air Operations, Air Support for land and maritime missions, Reconnaissance, Combat Search and Rescue, Time-Sensitive Targeting, and protection of high-value airborne assets.

Mukesh Ambani, Chairman & Managing Director (CMD) of Reliance Industries Limited (RIL), emerged as India's Richest Person with a total net worth of USD 100 billion and ranked as the World's 17th richest person (10th in 2024).
- Mukesh Ambani is followed by Gautam Adani, Chairman of the Adani Group, with a total net worth of USD 97 billion, and Roshni Nadar Malhotra, Chairperson of HCL Technologies Limited, with a total net worth of USD 40 billion. She also became the 5th richest woman in the world and is the first Indian woman to enter the global top 10 wealthiest women.

This semi-annual report assesses the competitiveness of 119 financial centres globally, providing valuable insights for policy and investment decisions.
- According to GFCI 37, Gujarat International Finance Tec-City (GIFT City) in Gujarat secured the top rank in the 'reputational advantage' category and improved its FinTech ranking from 45th to 40th.

(i) In the overall ranking, New York City (United States of America, USA) retained the top position with a score of 769, followed by London (United Kingdom, UK) in second place with 762 points. Hong Kong (China) secured the third spot with a rating of 760.

Indonesia Becomes the 11th Member of BRICS-Backed New Development Bank.
In March 2025, Indonesia officially became the 11th member of the Shanghai (China)-based New Development Bank (NDB), formerly known as the BRICS Development Bank. This strategic move aims to enhance Indonesia's access to funding for infrastructure projects and national development programs.
The decision was approved following a meeting between Dilma Vana Rousseff, President of NDB, and Prabowo Subianto Djojohadikusumo, President of Indonesia, at the State Palace in Jakarta, Indonesia.
The other 10 members of NDB are Algeria, Bangladesh, Brazil, China, Egypt, India, Russia, South Africa, the United Arab Emirates (UAE), and Uruguay.

The report labeled the lion as 'largely depleted,' while it continues to be listed as 'Vulnerable' on the IUCN Red List.

According to a report by Bengaluru (Karnataka)-based Indian tech startup research and analytics firm Tracxn Technologies Limited, India has recently secured the 2nd rank globally, following the United States of America (USA), in terms of total funding raised by companies with women founders.
- The global tech sector comprises over 69,000 women-founded tech companies, which have collectively raised USD 309 billion in funding. However, in 2024, only 11.7% of total funding was allocated to women-led startups due to economic challenges.
- India has over 7,000 active women-led startups, accounting for 7.5% of all startups in the country, with a total capital mobilization of USD 26.4 billion.
- In 2024, India ranked 3rd globally in terms of funding raised by startups co-led by women, following the USA and the United Kingdom (UK).

In WMO Report Atmospheric CO2 Levels Hit 420 ppm in 2023, Highest in 800,000 Years.
In March 2025, the Geneva-based World Meteorological Organisation (WMO) released its report titled State of the Global Climate Report 2024, stating that atmospheric Carbon Dioxide (CO2) levels reached 420 parts per million (ppm) in 2023, the highest in the last 800,000 years.
- According to WMO, 420 ppm of CO2 is equivalent to 3,276 Gigatonnes (Gt) or 3.276 trillion tons of CO2 in the atmosphere. The CO2 levels in 2023 were 2.3 ppm higher than in 2022 and 151% of the pre-industrial level (1750).
- The report projected that long-term global warming is expected to be between 1.34°C and 1.41°C compared to the 1850-1900 baseline.

India Assumes Chairmanship of 68th Session of UN Commission on Narcotic Drugs for the First Time.
India has been elected to chair the 68th session of the United Nations Commission on Narcotic Drugs (CND) for the first time. Ambassador Shambhu S. Kumaran, India's Permanent Representative to the UN in Vienna, assumes the chairmanship from March 10 to 14, 2025.

SIPRI Report 2024: Ukraine Becomes the World’s Largest Arms Importer, India Secures 2nd Position.
According to the Trends in International Arms Transfers, 2024 report by the Swedish think tank, Stockholm International Peace Research Institute (SIPRI), Ukraine has emerged as the largest importer of major arms globally between 2020 and 2024. Ukraine's arms imports surged nearly 100-fold compared to the 2015-19 period. India ranked second in arms imports during this period, with a 9.3% decline in imports due to increased domestic production and diversification of arms suppliers.
- Ukraine became the leading importer, reflecting the increased need for military support during its conflict.
- India was ranked second but saw a reduction in imports, reflecting efforts to bolster its domestic defence production.
- The United States, France, and Russia were the top three arms exporters during the 2020-2024 period.

(i) Russia continues to be India’s top arms supplier, although its share decreased from 55% in 2015-2019 to 36% in 2020-2024 due to increased domestic production in India and diversified sourcing.

India and the UK Resume FTA Negotiations, Targeting to Triple Bilateral Trade in 10 Years.
In February 2025, Union Minister Piyush Goyal of the Ministry of Commerce & Industry (MoC&I) and Jonathan Reynolds, Secretary of State for the Department for Business and Trade, United Kingdom (UK), announced the resumption of negotiations for the proposed Free Trade Agreement (FTA) between the two countries in New Delhi, Delhi.
- The FTA is expected to double or even triple bilateral trade, currently valued at USD 20 billion, within the next 10 years.
- In addition to the FTA, both countries are negotiating a Bilateral Investment Treaty (BIT) and a social security agreement known as the 'Double Contribution Convention Agreement'.
- A Free Trade Agreement (FTA) is an agreement between two or more countries where they agree on certain obligations that affect trade in goods and services, as well as protections for investors and intellectual property rights, among other topics.

6th Edition of India-Japan Joint Military Exercise 'Dharma Guardian' Kicks Off in Japan.
On 24th February 2025, the 6th edition of the India-Japan joint military exercise, 'Dharma Guardian,' commenced at the East Fuji Manoeuvre Training Area in Japan. The exercise will run from 24th February to 9th March 2025.
- The main objective of the exercise is to enhance interoperability between India and Japan, with a focus on joint urban warfare and counter-terrorism operations under the United Nations (UN) mandate.
- Exercise DHARMA GUARDIAN is an annual event conducted since 2008, alternately in India and Japan. The 5th edition of the exercise took place at the Mahajan Field Firing Ranges in Rajasthan, India, from February to March 2024.

India and Bangladesh Recently Agreed to Launch a New 'Hotline' Between Border Forces.
In February 2025, India and Bangladesh recently agreed to establish a new 'hotline' for seamless communication between their border forces. This communication link will be set up between the Additional Director General (ADG) of the Border Security Force (BSF) Eastern Command, headquartered in Kolkata, West Bengal (WB), and his Border Guard Bangladesh (BGB) counterpart in Dhaka, Bangladesh.
- This decision was finalized during the 55th Director General (DG)-level Border Coordination Conference, a bi-annual meeting held from February 18 to 20, 2025, at the BSF headquarters in New Delhi, Delhi.
- The Indian delegation was led by Daljit Singh, DG of BSF, while Major General Mohammad Ashrafuzzaman Siddiqui, DG of BGB, represented Bangladesh.
- The 56th edition of the DG-level Border Coordination Conference is scheduled to take place in Bangladesh in July 2025.

- USA-based Massachusetts Institute of Technology (MIT) and United Kingdom (UK)-based University of Oxford jointly shared the 2nd position on the list, both securing an overall score of 99.7. This marks the highest position for any institution from the UK since 2015.
- Bengaluru (Karnataka)-based Indian Institute of Science (IISc) saw a drop in its ranking from 101-123 (in 2023) to 201-300, with an overall score within the range of 26.9-34.2.
- Similarly, Indian Institute of Technology Delhi (IIT-D), based in Delhi, slipped to 201-300 (in 2025) from 151-175 (in 2023).

On February 11, 2025, Berlin (Germany)-based International Non-Governmental Organization (NGO), Transparency International (TI) released the '2024 Corruption Perceptions Index (CPI 2024),' assessing the perceived levels of public sector corruption across 180 countries.
- According to the 2024 CPI Report, India ranks 96th out of 180 countries with a score of 38, reflecting a decline from its 2023 ranking of 93rd with a score of 39. India shares its score and rank with Gambia and Maldives.
- Denmark secured the top position in the 2024 CPI for the 7th consecutive year with a score of 90, followed by Finland (88) and Singapore (84).
Main Point :-
(i) The 2024 CPI reveals that approximately 85% of the global population (about 6.8 billion people) live in countries experiencing high corruption levels.
(ii) The most corrupt nations at the bottom of the ranking include South Sudan at 180th (score 8), Somalia at 179th (score 9), Venezuela at 178th (score 10), and Syria at 177th (score 12).

"India and Oman Sign EPC Agreement to Strengthen Archival Cooperation."
On February 10, 2025, the New Delhi (Delhi)-based National Archives of India (NAI) and the Muscat (Sultanate of Oman)-based National Records and Archives Authority (NRAA) of Oman signed an Executive Programme of Cooperation (EPC) for the period 2025-2028 at NAI, New Delhi (Delhi).
- The EPC aims to strengthen cultural and historical ties by facilitating the exchange of archival materials, expertise, and technology between the two nations.
- This joint initiative marks a significant milestone in India-Oman bilateral relations, fostering a robust and enduring cultural exchange that will benefit scholars, researchers, and the general public in both countries.
- The agreement was signed by Arun Singhal (Indian Administrative Service, IAS, Director General, DG, NAI, Government of India, GoI) and Dr. Hamed Bin Mohammed Al Dhawaini (Chairman, NRAA, Government of the Sultanate of Oman).
