Himachal Pradesh CM Sukhvinder Singh Sukhu Launches 'E-Kalyan' Portal of ESOMSA to Streamline Welfare Schemes.

In April 2025, Himachal Pradesh (HP) Chief Minister (CM) Sukhvinder Singh Sukhu launched the E-Kalyan Portal, developed by the Department for Empowerment of Scheduled Castes, Other Backward Classes, Minorities, and Specially Abled (ESOMSA). This digital initiative is aimed at streamlining the application process for various social security pension schemes across the state.


      - The launch of the E-Kalyan Portal showcases the HP government’s dedication to transparency, accessibility, and efficiency in the delivery of social welfare schemes.


     

     

Main Point :-   (i) The portal is connected to multiple government databases—Him Bhoomi, Him Parivar, Aadhaar, and the Public Distribution System (PDS)—to facilitate automatic verification and minimize manual documentation.

      (ii) Eligible beneficiaries can apply online directly or through Lokmitra Kendras by visiting https://himparivar.hp.gov.in/ekalyan.

(iii) Applicants are digitally notified about application errors, verification status, and approvals, allowing them to track the process conveniently from home.

"RCS-UDAN Scheme Launched to Boost Regional Connectivity and Bridge Gap Between Metros and Small Cities".

The Regional Connectivity Scheme - Ude Desh Ka Aam Nagrik (RCS-UDAN), a flagship initiative of the Government of India (GoI), was launched on October 21, 2016, to democratize aviation by making flying accessible and affordable for all citizens. The scheme is implemented by the Ministry of Civil Aviation (MoCA). The first RCS-UDAN flight was inaugurated by Prime Minister Narendra Modi on April 27, 2017, connecting Shimla (Himachal Pradesh) to New Delhi (Delhi).


      - The RCS-UDAN is an essential component of India's National Civil Aviation Policy (NCAP) 2016. It has a 10-year vision to connect Tier-2 and Tier-3 cities across India through a market-driven model that is financially supported by the government. This vision aims to bridge the gap between metros and smaller cities, thus boosting regional air connectivity.


      - The primary goal of the scheme is to enhance infrastructure and strengthen air connectivity in India, especially focusing on remote and underserved regions. It also emphasizes improving airport facilities, constructing new airports, and revitalizing non-operational airports to stimulate regional development.

      - RCS-UDAN operates on a market-driven approach where airlines assess passenger demand on specific regional routes and submit proposals during the bidding rounds. Selected airlines receive financial support, such as Viability Gap Funding (VGF), making air travel affordable while ensuring the economic viability of the operations.

Main Point :-   (i) The UDAN scheme has successfully operationalized 625 routes, connecting 90 airports, including 15 heliports and 2 water aerodromes, enhancing regional air connectivity across India.

      (ii) Over 1.49 crore passengers have benefited from affordable regional air travel, with 3 lakh UDAN flights operated, improving accessibility and convenience for citizens.

(iii) The scheme has contributed to the growth of regional airlines like Flybig, Star Air, and IndiaOne, facilitating air connectivity to key destinations and boosting trade, healthcare, and tourism across India.

Himachal Pradesh CM Sukhvinder Singh Sukhu Launches Poetry Anthology ‘Buransh: The Fragrance of Words’ by Anupama Sharma.

In April 2025, Himachal Pradesh (HP) Chief Minister (CM) Sukhvinder Singh Sukhu officially launched the poetry book 'Buransh: The Fragrance of Words', authored by Anupama Sharma, an educator and poetess.


      - The collection was published by Satluj Prakashan, based in Panchkula, Punjab.


     

     

Main Point :-   (i) This 56-page anthology features 39 poems that explore deep human emotions such as the pain of broken relationships, introspective solitude, and the resilience of hope inspired by the calmness of nature.

      (ii) Anupama Sharma, a lecturer by profession, is also a passionate poetess who enjoys bike riding, trekking, and sports. Her poetic works reflect both personal introspection and a strong message advocating mental well-being.

Dalai Lama Honored with Gold Mercury Award for Peace and Sustainability.

In March 2025, the renowned Tibetan spiritual leader, His Holiness Tenzin Gyatso, the 14th Dalai Lama, was conferred with the Gold Mercury Award for Peace and Visionary Governance 2025 by London (United Kingdom, UK)-based Gold Mercury International, a global governance think tank and historic award organization, at his residence in Dharamsala, Himachal Pradesh (HP).


      - He received this honor in recognition of his lifelong commitment to peace, compassion, education, and human rights.


      - The Gold Mercury Awards are presented by Nicolas De Santis, President and Secretary General of Gold Mercury International, which was established in 1961 and is dedicated to promoting visionary governance, sustainable decision-making, peace, and international cooperation.

      - The 14th Dalai Lama has received several prestigious awards, including the Nobel Peace Prize (1989) for his nonviolent struggle, the Ramon Magsaysay Award (1959) for Community Leadership, and the PV Narasimha Rao Memorial Award (2024) for his contributions to peace and leadership.

Main Point :-   (i) Gold Mercury International recognizes global leaders, individuals, companies, and organizations across eight award categories, including Global Health, Global Science & Technology, Global Culture, Global Resources, Global Economic & Social Policy, Global Peace & Security, Global Environment, and International Law & Humanitarian Affairs.

      (ii) Notable recipients of the Gold Mercury Award include former U.S. Presidents Ronald Reagan and Gerald Ford for their diplomatic efforts in nuclear disarmament, as well as Prof. Robert Gallo, the American biomedical researcher who discovered the Human Immunodeficiency Virus (HIV) as the cause of AIDS.

(iii) Other prominent awardees include global organizations like the United Nations Children Fund (UNICEF) and the Red Cross for their humanitarian contributions worldwide.

Telangana and Himachal Pradesh Sign MoU for 520 MW Hydropower Project.

In March 2025, Telangana State Power Generation Corporation Limited (TSGENCO), based in Hyderabad (Telangana), signed a Memorandum of Understanding (MoU) with the Government of Himachal Pradesh (HP) for the development of two hydropower projects—Seli (400 Megawatt, MW) and Miar (Meyar) (120 MW)—to boost Telangana's renewable energy capacity.


      - The projects will be developed in the Lahaul-Spiti district of HP at an estimated cost of Rs. 6,200 crore.


      - The MoU was signed by Rakesh Kanwar, Secretary of Power, HP, on behalf of the HP Government, and Sandeep Kumar Sultania, Principal Secretary of Power, Telangana, on behalf of the Telangana Government.

      - The signing ceremony was attended by Chief Minister of HP Sukhvinder Singh Sukhu, Deputy CM Bhatti Vikramarka Mallu, and Telangana's Energy Minister.

Main Point :-   (i) The hydropower projects, located on the Chenab River, will create 5,000 direct and indirect employment opportunities in Himachal Pradesh. Telangana has paid an upfront premium of Rs. 26 crore and will provide free power to Himachal Pradesh at varying percentages over the next 40 years, after which both projects will be transferred to Himachal Pradesh.

      (ii) Telangana will also contribute 1.5% of the project costs to the Local Area Development Fund (LADF) and offer an additional 1% of free power for LADF after commissioning. Affected families will receive benefits equivalent to 100 units per month for 10 years.

(iii) The projects will harness the perennial waters of Himachal Pradesh's Himalayan rivers, which provide hydropower generation for 9-10 months annually, aligning with Telangana's Clean & Green Energy Policy 2025 for sustainable energy development.

Himachal Pradesh CM Sukhvinder Singh Sukhu Recently Presents ₹58,514 Crore Budget for FY 2025-26.

In March 2025, Chief Minister (CM) of Himachal Pradesh (HP), Sukhvinder Singh Sukhu, who also holds the finance portfolio, recently presented a tax-free budget for the Financial Year 2025-26 (FY 26) amounting to Rs 58,514 crore, which is Rs 70 crore more than the previous year’s budget of Rs 58,444 crore.


      - The budget primarily focuses on strengthening the economy, supporting farmers and workers, boosting tourism, and modernizing infrastructure, while simultaneously addressing the state’s financial challenges.


      - For FY 26, the total revenue receipts are estimated at Rs 42,342.97 crore, and capital receipts are projected at Rs 14,602.37 crore, including Rs 13,374.74 crore from public debt and Rs 1,200.00 crore from the Provident Fund (PF). This brings the total receipts to Rs 56,945.34 crore.

      - The Revenue Deficit for FY 26 is estimated at Rs 6,390.07 crore, and the Fiscal Deficit is projected at Rs 10,337.97 crore, which constitutes 4.04% of the state’s Gross Domestic Product (GDP).

Main Point :-   (i) To promote natural farming, the government plans to bring an additional 1 lakh farmers into this practice during FY 26, building upon the 1.58 lakh farmers who are already engaged in it.

      (ii) Under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), 2005, the daily wage rate has been increased from Rs 300 to Rs 320 to support rural workers.

(iii) As part of the ‘Indira Gandhi Pyari Behna Sukh Samman Nidhi Yojana’, Rs 1,500 financial assistance will be provided to women turning 21 between January 1, 2025, and March 31, 2026, as well as those working in others' homes from June 1, 2025, and their eligible daughters. Additionally, a Special Task Force (STF) will be formed to tackle rising drug abuse in the state.

In February 2025, New Delhi (Delhi)-based Tribal Cooperative Marketing Development Federation of India Limited (TRIFED), under the Ministry of Tribal Affairs (MOTA), recently signed Memoranda of Understanding (MoUs) with New Delhi-based National Institute of Fashion Technology (NIFT) and Shimla (Himachal Pradesh, HP)-based Himachal Pradesh Horticultural Produce Marketing and Processing Corporation (HPMC) to promote tribal businesses.


      - The MoUs were recently signed during the flagship event 'Aadi Mahotsav,' held in New Delhi, Delhi, from 16 to 24 February 2025.


      - The MoU between TRIFED and NIFT was recently signed and exchanged between TRIFED General Manager (GM) Sandeep Pahalwan and NIFT Director Head Office Gaurav Mishra.

      - The MoU between TRIFED and HPMC was recently signed and exchanged between TRIFED GM Mamta Sharma and HPMC GM Sunny Sharma.

Main Point :-   (i) The collaboration aims to strengthen tribal marketing strategies by shifting from a business-to-consumer (B2C) model to a business-to-business (B2B) approach.

      (ii) These strategic partnerships focus on empowering tribal artisans and entrepreneurs by promoting handloom, handicrafts, and forest products, while also enhancing horticultural and forest product processing.

NABARD Sanctions 127 Projects Valued at ₹903.21 Crore in Himachal Pradesh.

The National Bank for Agriculture and Rural Development (NABARD) has approved 127 projects worth ₹903.21 crore for Himachal Pradesh (HP) for the fiscal year 2024-25. Chief Minister Sukhvinder Singh Sukhu announced this during a meeting with MLAs from Kangra, Kullu, and Kinnaur districts to discuss budget priorities for 2025-26.


      - The approved projects include 50 MLA-priority schemes under the Public Works Department (PWD), amounting to ₹412.75 crore.


      - Additionally, 23 schemes under Jal Shakti Vibhag have been sanctioned with a total allocation of ₹179.07 crore.

      - Further allocations include ₹70 crore for the beautification of Palampur city, ₹135 crore for sewerage projects, and funding for the construction of a heliport in the region.

Main Point :-   (i) Key initiatives include the establishment of a dairy processing plant with a capacity of 1.5 lakh liters per day at Dagwar in Kangra district. Additionally, 96 electric bus charging stations will be installed to promote eco-friendly transportation.

      (ii) The state government plans to secure approval for additional MLA-priority projects from NABARD by March 2025. For the fiscal year 2024-25, ₹1,087.77 crore has been allocated under the Rural Infrastructure Development Fund (RIDF), marking a 5.28% increase from the previous year.

IREDA Collaborates with SJVN, GMR, and NEA for 900 MW Upper Karnali Hydropower Project in Nepal.

On 17th January 2025, New Delhi-based Indian Renewable Energy Development Agency Limited (IREDA) entered into a Joint Venture (JV) Agreement with Shimla, Himachal Pradesh (HP)-based SJVN Limited (formerly Satluj Jal Vidyut Nigam), GMR Energy Limited, and Nepal Electricity Authority (NEA) to develop the 900-megawatt (MW) Upper Karnali Hydropower Project on the River Karnali, the largest hydro-electric power project in Nepal.


      - The agreement was signed in the presence of senior officials from IREDA, SJVN, and GMR Energy Limited in New Delhi.


      - The project will receive partial funding from the Asian Development Bank (ADB) and is expected to be completed within five years of its commencement.

      - IREDA will invest Rs. 174.22 crore for a 5% stake, with SJVN also investing a similar amount to acquire up to a 10% joint stake in GMR Upper Karnali Hydro Power Ltd and Karnali Transmission Co Pvt Ltd, projects executed by GMR Nepal in partnership with SJVN.

Main Point :-   (i) The joint venture agreement establishes a comprehensive framework for planning, construction, operation, and maintenance of the project under the Build-Own-Operate-Transfer (BOOT) model. The USD 1.5 billion project will operate for 25 years from its Commercial Operation Date (COD).

      (ii) Out of the total power generated, Nepal will utilize only 108 MW for domestic consumption, while 792 MW will be exported to countries like India and Bangladesh, promoting renewable energy and enhancing regional energy security.

(iii) The project exemplifies cross-border collaboration by harnessing hydropower potential, offering both environmental and economic benefits.

C-DOT Collaborates with IIT Mandi and IIT Jammu to Develop Spectrum Efficiency Chip.

In January 2025, the Centre for Development of Telematics (C-DOT), a New Delhi-based telecom Research and Development (R&D) center under the Department of Telecommunications (DoT), Ministry of Communications (MoC), collaborated with the Indian Institute of Technology Mandi (IIT Mandi) in Himachal Pradesh and the Indian Institute of Technology Jammu (IIT Jammu) in Jammu and Kashmir to develop a chip aimed at enhancing spectrum efficiency.


      - The project is supported by the Telecom Technology Development Fund (TTDF), which promotes telecom innovations by Indian startups, universities, and research institutions to improve broadband and mobile services across India.


      - The TTDF was launched on October 1, 2022, by the Universal Service Obligation Fund (USOF) under the Ministry of Telecommunications (MoT) to support R&D efforts for technologies and products improving telecom services in rural and remote areas.

      - The agreement was signed in the presence of Dr. Raj Kumar Upadhyay, Chief Executive Officer (CEO) of C-DOT, Dr. Rahul Shrestha, Principal Investigator from IIT Mandi, Dr. Rohit B. Chaurasiya, Co-Investigator from IIT Jammu, as well as C-DOT Directors Pankaj Kumar Dalela and Shikha Srivastava.

Main Point :-   (i) The collaboration aims to develop a Wideband Spectrum-Sensor (WSS), an application-specific integrated circuit (ASIC) chip designed to optimize spectrum usage for broadband services, especially in rural areas. The project also aims to generate intellectual property (IP) for spectrum sensing technology, critical for dynamic spectrum access.

      (ii) The project will design an advanced spectrum sensing algorithm to identify unused frequency bands (spectrum holes) in communication systems, enabling interference-free operation.

(iii) The project focuses on developing hardware-efficient communication algorithms to detect underutilized frequency bands above 2 GHz, demonstrating a wideband cognitive radio module for the 6 GHz satellite band and testing designs using Field-Programmable Gate Arrays (FPGA) to improve spectrum utilization.
