ACC Approves Appointment of Mangi Lal Jat as New Director General of ICAR.
In April 2025, the Appointments Committee of the Cabinet (ACC), chaired by Prime Minister (PM) Narendra Modi, approved the appointment of Dr. Mangi Lal Jat, Deputy Director General of the Hyderabad (Telangana)-based International Crops Research Institute for the Semi-Arid Tropics (ICRISAT), as the new Director General (DG) of the Indian Council of Agricultural Research (ICAR), headquartered in New Delhi (Delhi).
- He has also been appointed as the ex-officio Secretary of the Department of Agricultural Research and Education (DARE) under the Ministry of Agriculture and Farmers Welfare (MoA&FW).

In April 2025, New Delhi-based National Institution for Transforming India (NITI Aayog) released a report titled "Unlocking USD 25+ Billion Export Potential – India’s Hand & Power Tools Sector." The report outlines a strategic vision for India to achieve over USD 25 billion (Rs. 2,13,925+ crore) in exports within the next decade by capturing 25% of the global hand tools market and 10% of the global power tools market.
- The report was unveiled by Suman Bery, Vice Chairman of NITI Aayog, in the presence of CEO BVR Subrahmanyam, and Members Dr. Vijay Kumar Saraswat and Dr. Arvind Virmani. It also highlights the potential to generate approximately 35 lakh jobs through MSME empowerment and the development of a robust industrial ecosystem.

India Strengthens Global Leadership in Pharmaceuticals and MedTech with Robust Exports, FDI Inflows, and Market Growth.
As of April 2025, India’s pharmaceutical industry ranks as the world’s 3rd largest by volume and 11th largest by value. The country is the largest global supplier of generic drugs, accounting for 20% of the world’s supply, and is also one of the leading suppliers of low-cost vaccines globally.
- India is the fourth largest medical device market in Asia, following Japan, China, and South Korea, and ranks among the top 20 global medical device markets. In the financial year (FY) 2023-24, the total annual turnover of the pharmaceutical sector was Rs. 4,17,345 crores, with exports contributing Rs. 2,19,439 crores.
- As per the FDI Policy 2020, India allows up to 100% foreign investment under the automatic route in meditech activities. In the pharmaceutical sector, 100% FDI is permitted in greenfield projects, while up to 74% FDI is allowed in brownfield projects under the automatic route.
- In the financial year 2024-25, from April to December 2024, FDI inflows in both pharmaceuticals and medical devices reached ₹11,888 crores. Additionally, the Department of Pharmaceuticals approved 13 FDI proposals worth ₹7,246.40 crores for brownfield projects during the same period.

The scheme particularly supports the production of high-value pharmaceutical products across three key categories, further promoting India's growth in the global pharmaceutical market.

India's Total Exports Projected to Rise by 5.5% to USD 820.93 Billion in FY 2024-25.
In April 2025, the Ministry of Commerce & Industry reported that India’s total exports—including both merchandise and services—for the financial year (FY) 2024-25 are estimated at USD 820.93 billion, reflecting a growth of 5.5% over FY 2023-24, when exports stood at USD 778.13 billion. Total imports for FY 2024-25 are projected at USD 915.19 billion, marking a 6.85% increase from USD 856.52 billion in the previous financial year.
- In the merchandise trade segment, exports during FY 2024-25 reached USD 437.42 billion, showing a slight rise from USD 437.07 billion in FY 2023-24. Meanwhile, merchandise imports increased to USD 720.24 billion, up from USD 678.21 billion in the previous year. As a result, India’s merchandise trade deficit widened to USD 282.83 billion, compared to USD 241.14 billion recorded in FY 2023-24.
- For March 2025 alone, merchandise exports were reported at USD 41.97 billion, slightly higher than USD 41.69 billion in March 2024. On the import side, March 2025 witnessed merchandise imports worth USD 63.51 billion, a notable increase from USD 57.03 billion in the same month last year, highlighting a continued rise in trade activities.
- India’s service trade also saw significant growth. The estimated value of service exports during FY 2024-25 reached USD 383.51 billion, up from USD 341.06 billion in FY 2023-24. On the other hand, service imports rose to USD 194.95 billion, compared to USD 178.31 billion in the previous fiscal year.
Main Point :-
(i) With robust service exports and a controlled increase in imports, India’s services trade surplus for FY 2024-25 is estimated at USD 188.57 billion, marking a rise from USD 162.75 billion in FY 2023-24. This further emphasizes the strength of India’s service sector in driving foreign exchange earnings.
(ii) In March 2025, the estimated services export value was USD 31.64 billion, increasing from USD 30.01 billion in March 2024. Interestingly, service imports declined to USD 13.73 billion in March 2025 from USD 16.60 billion in the same month of the previous year, further contributing to a positive trade balance in services.
(iii) Among notable export categories, coffee exports surged by 40.37%, rising from USD 1.29 billion to USD 1.81 billion. Drugs & pharmaceuticals exports increased by 9.39%, reaching USD 30.47 billion, up from USD 27.85 billion. Rice exports grew by 19.73% to hit USD 12.47 billion, while exports of jute manufacturing items, including floor coverings, rose by 13.35% to reach USD 0.38 billion in FY 2024-25.

India and Uzbekistan Begin 6th Edition of Joint Military Exercise ‘DUSTLIK-VI’ in Pune.
In April 2025, the 6th edition of the India-Uzbekistan Joint Military Exercise (DUSTLIK-VI) commenced at the Foreign Training Node (FTN) in Aundh, Pune, Maharashtra. Scheduled from April 16 to 28, 2025, the 13-day exercise aims to strengthen bilateral defence cooperation and enhance joint counter-terrorism strategies, particularly in semi-urban operational environments.
- The joint military exercise ‘DUSTLIK’—meaning ‘friendship’ in Uzbek—is an annual bilateral initiative between India and Uzbekistan, conducted alternately in both countries since its inception in 2019. It aims to foster deeper military collaboration through the exchange of tactical knowledge, operational techniques, and best practices in subconventional warfare operations.
- The exercise plays a vital role in enhancing defence cooperation and building mutual trust between the two nations. The previous edition, DUSTLIK-V, was held in April 2024 in the Termez District of Uzbekistan, continuing the tradition of strengthening strategic ties through shared military training experiences.
- The DUSTLIK-VI exercise focuses on Joint Multi-Domain Sub-Conventional Operations in semi-urban environments, simulating a range of counter-terrorism missions. These include territory capture, setting up a Joint Operations Centre at the battalion level, implementing population control measures, conducting raids, executing search-and-destroy operations, and ensuring coordinated deployment of air assets to enhance operational synergy.
Main Point :-
(i) The participating contingents in DUSTLIK-VI include 60 personnel from a battalion of the Indian Army's JAT Regiment along with Garud Commandos from the Indian Air Force (IAF), while the Uzbekistan contingent comprises personnel from the Uzbekistan Army.
(ii) The key focus areas of DUSTLIK-VI include intensive counter-terrorism drills simulating scenarios like territory capture by terrorists, population control, raids, and search-and-destroy missions. According to the report, Indira Gandhi International Airport (IGIA), New Delhi (Delhi) ranked 9th among the world's top 10 busiest airports in the 'passenger' category. Over time, Delhi Airport has consistently improved its global ranking—from 17th in 2019, 13th in 2021, to 10th in 2023.
- In 2024, IGIA recorded 77 million passengers, showing a growth of 7.8% over 2023 and 13.6% compared to 2019.
- Hartsfield-Jackson Atlanta International Airport (ATL) in the United States of America (USA) retained its position as the world’s busiest airport, managing over 108 million passengers in 2024.
- It was followed by Dubai International Airport (DXB) in the United Arab Emirates (UAE) and Dallas/Fort Worth International Airport (DFW) in the USA, securing the 2nd and 3rd ranks, respectively.

World Bank's 2025 Report Highlight that 2 Billion People in Low and Middle-Income Countries Still Without Adequate Social Protection.
In April 2025, the Washington, D.C. (United States of America)-based World Bank (WB) released its report titled “State of Social Protection Report 2025: The 2-Billion-Person Challenge.” The report highlights significant global disparities in social protection and emphasizes the urgent need for reform, especially in Low-Income Countries (LICs) and Middle-Income Countries (MICs).
- According to the report, nearly three out of four people in LICs had no access to social protection services as of 2022. Overall, around two billion people in LICs and MICs were found to lack adequate social protection.
- The report reveals gender disparities in the distribution of social protection benefits. In a sample of 27 countries, women received only 81 cents for every USD 1 received by men, highlighting a major gender gap in benefit allocation.

(i) The report was prepared by the ASPIRE team (Atlas of Social Protection Indicators of Resilience and Equity) of the World Bank, in collaboration with departments focused on social safety nets, labour, skills development, and pensions.
(ii) An analysis covering 73 countries, including LICs, MICs, and High-Income Countries (HICs), showed that between 2010 and 2022, social protection coverage increased by 10 percentage points, rising from 41% to 51% of the population.
(iii) Over the past decade, social protection systems in LICs and MICs have expanded to cover approximately 4.7 billion people—equivalent to three out of every four individuals. However, 1.6 billion people still remain uncovered, underscoring the massive gap that still needs to be addressed.

UNCTAD Report Forecasts 6.5% Growth for Indian Economy in Calendar Year 2025.
In April 2025, the Geneva (Switzerland)-based United Nations Conference on Trade and Development (UNCTAD) released its latest report titled "Trade and Development Foresights 2025 – Under Pressure: Uncertainty Reshapes Global Economic Prospects." According to the report, India’s economy is projected to grow at 6.5% in Calendar Year 2025 (CY25), compared to an estimated 6.9% growth rate in CY24.
- The report attributed India’s projected growth in CY25 to strong public spending and a continuing easing of the monetary system.
- Despite experiencing a slight slowdown in 2024, India is expected to remain the fastest-growing economy in the world.

(i) The report also forecasts that global economic growth will decline to 2.3% in 2025, down from 2.8% in 2024, reflecting global uncertainties and economic pressures.

Justice Bhushan Ramkrishna Gavai Appointed as the 52nd Chief Justice of India.
In April 2025, Justice Bhushan Ramkrishna (BR) Gavai, the second-most senior judge of the Supreme Court of India (SCI), was announced to assume charge as the 52nd Chief Justice of India (CJI). He will take oath on 14th May 2025, succeeding CJI Sanjiv Khanna, who retires on 13th May 2025. Justice Gavai will hold the position till 23rd November 2025, marking his retirement date. He will become the second Dalit CJI in India's history after Justice KG Balakrishnan, who served from 2007 to 2010.
- The appointment follows the Memorandum of Procedure (MoP), under which the Ministry of Law and Justice (MoL&J) acts on the recommendation of the outgoing CJI. As per norms, Supreme Court judges retire at the age of 65 years.
- Justice Bhushan Ramkrishna Gavai began his legal career in 1985, enrolling as an advocate. He initially trained under Raja S. Bhonsale, who served as the former Advocate General and later a judge at the Bombay High Court.

On April 15, 2025, Mumbai (Maharashtra)-based Larsen & Toubro’s Precision Engineering Systems (L&T PES) successfully completed preliminary sea trials of its indigenously developed 651 kilowatt (kW) Waterjet Propulsion System, marking a significant milestone in enhancing India’s naval propulsion technology under the Technology Development Fund (TDF) scheme of the Defence Research and Development Organisation (DRDO).
- The cutting-edge system was trialed aboard the Indian Navy’s (IN’s) Fast Interceptor Craft (FIC), where it demonstrated high-speed operational capability exceeding 45 knots (equivalent to 85 kilometers per hour, km/h).
- With over 70% Indigenous Content (IC), the propulsion system boosts the nation's self-reliance and aligns with the 'Make in India' initiative in the defence sector.
- The 651 kW Waterjet Propulsion System was developed at Larsen & Toubro’s AM Naik Heavy Engineering Complex located in Surat, Gujarat, as part of the company’s efforts to boost indigenous defence manufacturing capabilities.

New Frog Species Leptobrachium aryatium Discovered in Assam’s Garbhanga Reserve Forest.
In April 2025, a new species of frog named Leptobrachium aryatium was officially described following a 21-year-long zoological study conducted in the Garbhanga Reserve Forest, located in the southwestern part of Guwahati, Assam. The species was named in honor of Arya Vidyapeeth College, a renowned educational institution in Guwahati.
- The discovery was published in the peer-reviewed journal Zootaxa and described by four Indian zoologists — Jayaditya Purkayastha from Help Earth (an NGO based in Guwahati, Assam), Dipankar Dutta from the University of Science and Technology, Meghalaya, Jayanta Gogoi from Arya Vidyapeeth College, and Saibal Sengupta from Assam Don Bosco University.
- The newly identified frog belongs to the Leptobrachium genus, known for its stocky body structure, broad heads, short hind limbs, and striking eye colors.
- This species is distinguished by its fiery orange-and-black eyes, a reticulated throat pattern, and a smooth, rhythmic call that is most commonly heard at dusk.

Former Malaysian Prime Minister Abdullah Ahmad Badawi Recently Passed Away.
In April 2025, Abdullah bin Ahmad Badawi, the former Prime Minister (PM) of Malaysia, affectionately known as ‘Pak Lah’ (Uncle Lah), passed away at the age of 85 in Kuala Lumpur, Malaysia. He was born on November 26, 1939, in the northern Malaysian state of Penang.
- He served as the 5th Prime Minister of Malaysia from 2003 to 2009.
- Before beginning his political journey, Abdullah Ahmad Badawi served in the Malaysian civil service for 14 years, resigning in 1978 to become a Member of Parliament (MP). During his political career, he also held key positions such as Defence Minister and Foreign Minister of Malaysia.

World Hemophilia Day Observed Globally on 17 April to Raise Awareness on Bleeding Disorders.
World Hemophilia Day (WHD) is observed every year on 17 April across the globe to raise awareness about Hemophilia—a rare inherited bleeding disorder—and other blood-related conditions that impair clotting. The observance is led by the Canada-based World Federation of Hemophilia (WFH) and emphasizes the need for better diagnosis, treatment, and support systems for individuals with bleeding disorders.
- The 2025 observance marks the 31st anniversary of WHD, continuing its mission to amplify global awareness and support. It serves as a platform to unite the bleeding disorders community and draw attention to the challenges patients face, particularly in terms of medical access and societal understanding.
- The theme for WHD 2025 is "Access for All: Women and Girls Bleed Too". This year’s theme focuses on gender equity in diagnosis and care. It highlights how females are often underdiagnosed or misdiagnosed due to lack of awareness and clinical recognition, despite also being affected by bleeding disorders.
- WHD was first celebrated on 17 April 1989, initiated by the World Federation of Hemophilia. The date commemorates the birth anniversary of Frank Schnabel, the visionary founder of WFH, who played a key role in shaping the global community for people with hemophilia.

(i) Hemophilia is a genetic bleeding disorder where the blood does not clot properly due to a lack of essential clotting factors. The two primary types are Hemophilia A, caused by a deficiency of Factor VIII, which affects approximately 21 in 100,000 males, and Hemophilia B (also known as Christmas Disease), resulting from a deficiency of Factor IX, affecting around 4 in 100,000 males.
(ii) A major challenge in managing hemophilia is the global treatment gap—only about 25% of the estimated 1.1 million affected people worldwide receive adequate care. Around 85% of those in low-income countries lack access to proper diagnosis and treatment. WHD also serves as a call for policy advocacy to improve availability of clotting factor therapies and comprehensive care programs.
(iii) As part of 2025 events, the WFH 2025 Comprehensive Care Summit titled “New Developments in Bleeding Disorders and Musculoskeletal (MSK) Care” will be held from 23 to 25 April 2025 in Dubai, UAE, in collaboration with Hemophilia Eastern Mediterranean Network (HEMNET). Additionally, the WFH 2026 World Congress is scheduled for 19 to 22 April 2026 at the Kuala Lumpur Convention Centre, Malaysia.

Telangana Launched 'Bhu Bharati' Portal to Boost Land Record Transparency.
In April 2025, Chief Minister (CM) of Telangana, A. Revanth Reddy inaugurated the 'Bhu Bharati' portal, a new integrated online revenue records management system aimed at enhancing land security and increasing transparency in land records across the state. This new portal replaces the earlier Dharani portal, which was introduced in 2020.
- The portal functions under the Telangana Bhu Bharati (Record of Rights in Land) Act, 2024, which consolidates and updates laws related to the recording of land rights within the state. As per this Act, landowners will be provided with a Bhudhaar card for authentication and secure identification.
- The Bhu Bharati portal provides multiple online services including access to Record of Rights (RoR-1B), Pahani details, mutation applications, encumbrance certificates, and property registration slot booking.
- Initially, the portal has been launched on a pilot basis in four mandals: Maddur (Narayanpet district), Nelakondapalli (Khammam district), Lingampeta (Kamareddy district), and Venkatapur (Mulugu district).

(i) Mandal Revenue Officers (MROs) will visit every revenue village within these mandals to resolve all pending land-related cases by May 1, 2025.

USA Retains Position as India’s Top Trading Partner for 4th Consecutive Year in FY 2024-25 with USD 131.84 Billion Trade.
In April 2025, the Ministry of Commerce and Industry (MoC&I) released trade data indicating that the United States of America (USA) remained India’s largest trading partner for the 4th consecutive year in Financial Year 2024-25 (FY25), with bilateral trade reaching USD 131.84 billion.
- In FY25, China ranked as India’s second-largest trading partner, with total bilateral trade at USD 127.7 billion, while the United Arab Emirates (UAE) stood third, recording USD 100.5 billion in trade value.
- In Financial Year 2024-25 (FY25), India’s bilateral trade with the United States reached USD 131.84 billion. Exports from India to the USA saw a robust growth of 11.6%, rising from USD 77.52 billion in FY24 to USD 86.51 billion in FY25. Imports from the USA also rose by 7.44%, increasing from USD 42.2 billion to USD 45.33 billion during the same period.
- India’s trade surplus with the USA widened to USD 41.18 billion in FY25, up from USD 35.32 billion in FY24. Major Indian exports to the U.S. included drug formulations and biologicals (USD 8.1 billion), telecom instruments (USD 6.5 billion), and precious and semi-precious stones (USD 5.3 billion), among other significant sectors.

(i) India's major imports from the USA during FY25 included crude oil worth USD 4.5 billion, petroleum products at USD 3.6 billion, and coal and coke valued at USD 3.4 billion. These commodities highlight the USA’s critical role in fulfilling India’s energy and industrial needs.
(ii) China continued as India’s second-largest trading partner in FY25, with the total bilateral trade amounting to USD 127.7 billion, up from USD 118.4 billion in FY24. However, India’s exports to China declined sharply by 14.5%, falling from USD 16.66 billion in FY24 to USD 14.25 billion in FY25.
(iii) Imports from China surged by 11.52% in FY25, reaching USD 113.45 billion compared to USD 101.73 billion in the previous year. This widened India’s trade deficit with China to USD 99.2 billion in FY25, a 17% increase from USD 85.07 billion in FY24. Notably, China was India’s top trading partner from FY14 to FY18 and again in FY21, while the USA has held the top position since FY22.

ZSI and Germany’s Museum Koenig Bonn Discover Six New Sericinae Beetle Species in India.
The Kolkata (West Bengal, WB)-based Zoological Survey of India (ZSI), operating under the Ministry of Environment, Forest and Climate Change (MoEFCC), in collaboration with Germany’s Museum Koenig Bonn, recently discovered six new species of Sericinae scarab beetles. These beetles were identified from the biodiversity-rich regions of Northeast India and the Western Ghats (Kerala).
- The findings of this collaborative discovery were published in the peer-reviewed journal ‘Zootaxa’, marking a significant addition to entomological studies and India’s rich biodiversity records.
- The joint research team included Devanshu Gupta, Debika Bhunia, and Kailash Chandra from ZSI, along with Dirk Ahrens from Museum Koenig. The team conducted a detailed specimen analysis using collections from both the Coleoptera Section of ZSI (Kolkata) and Museum Koenig (Germany).
- The six newly discovered Sericinae beetle species are — Maladera champhaiensis, found in Mizoram; Neoserica churachandpurensis, identified from Manipur; Maladera barasingha, named in honor of the Indian swamp deer; Maladera lumlaensis, discovered in Arunachal Pradesh; Serica subansiriensis, also from Arunachal Pradesh; and Maladera onam, which was found in Kerala.

(i) The study also led to new state records, including Maladera bengalensis in Goa and Maladera seriatoguttata in Maharashtra. In total, 28 additional beetle species were documented, enhancing the distribution data and understanding of beetle diversity across India.

According to India Justice Report (IJR) 2025 Karnataka Tops Among Large States and Sikkim Leads Smaller States in Justice Delivery.
As per the India Justice Report 2025 (4th edition) released on 15 April 2025, Karnataka has emerged as the top performer among the 18 large and mid-sized states in India (with populations exceeding 1 crore) in terms of delivering justice effectively. It stands out as the only state to have completely implemented reservation mandates for Scheduled Castes (SCs), Scheduled Tribes (STs), and Other Backward Classes (OBCs) in both the police force and judicial services.
- In the ranking of large and mid-sized states, Karnataka was followed by Andhra Pradesh (AP) in the second spot, Telangana in third, Kerala in fourth, and Tamil Nadu (TN) in fifth place.
- Telangana showed the most notable progress by climbing up the rankings from 11th position to 3rd, making it the biggest gainer in this edition. On the other end of the spectrum, West Bengal (WB) was ranked at the bottom among the 18 states. Karnataka received a total score of 6.78 out of 10, whereas West Bengal scored only 3.63.
- In the category of smaller states (with populations up to 1 crore), Sikkim secured the top position, followed by Himachal Pradesh (HP) in second place and Arunachal Pradesh (AR) in third, while Goa found itself at the lowest rank among the smaller states.

In April 2025, Australian Formula One (F1) driver Oscar Piastri, racing for the UK-based McLaren team, won the Formula 1 (F1) Gulf Air Bahrain Grand Prix (GP) 2025, held at the Bahrain International Circuit, Sakhir, Bahrain. PM Narendra Modi Inaugurated and Laid Foundation Stone for Development Projects Worth ₹10,000 Crore in Haryana.
In April 2025, Prime Minister (PM) Narendra Modi inaugurated and laid the foundation stone of various development projects worth Rs 10,000 crore in Yamuna Nagar district, Haryana on the occasion of the 135th birth anniversary (April 14, 2025) of Dr. Bhimrao Ambedkar, the architect of the Indian Constitution.
- During the event, PM Modi reaffirmed the Government of India (GoI)’s commitment to a ‘Viksit Haryana’ as a major step towards building a ‘Viksit Bharat’.

(ii) PM Modi also laid the foundation stone for a Compressed Biogas (CBG) Plant under the GOBARDhan Yojana in Mukarabpur, Yamuna Nagar. The project will be jointly developed by the Municipal Corporation Yamunanagar-Jagadhri and Bharat Petroleum Corporation Limited (BPCL) at a cost of Rs 90 crore, with an estimated completion timeline of May 2027 and a production capacity of 2,600 MT annually.
(iii) In addition, he inaugurated the 14.4 km long Rewari Bypass Project, developed under the Bharatmala Pariyojana on a Hybrid Annuity Model (HAM) at a cost of Rs 1,070 crore. This 4-lane bypass connects NH-352 to NH-11 towards Narnaul, significantly reducing traffic congestion in Rewari city and cutting Delhi-Narnaul travel time by nearly one hour.

Telangana Becomes the First Indian State to Implement Sub-Categorisation of Scheduled Castes (SCs).
In April 2025, the Government of Telangana officially implemented the Telangana Scheduled Castes (Rationalisation of Reservations) Act, 2025 through a gazette notification, making Telangana the first state in India to implement sub-categorization of Scheduled Castes (SCs)—also known as “reservation within reservation.” This initiative involves classifying 59 SC sub-castes into three groups to ensure more equitable reservations in education and employment.
- The Telangana Government’s decision was driven by empirical data, which considered the social, economic, educational, employment, and political status of the SC communities, aiming to promote fairness and inclusivity within the reservation system.
- On August 1, 2024, a 7-judge bench of the Supreme Court of India (SCI) upheld the constitutional validity of sub-classifying Scheduled Castes (SCs) and Scheduled Tribes (STs) to ensure the equitable distribution of reservation benefits. This landmark ruling provided the legal foundation for states to introduce sub-categorization within the existing reservation framework.
- Following this, on March 18, 2025, the Telangana Legislative Assembly passed the SC Sub-Categorization Bill, in alignment with the Supreme Court’s judgment. The bill, titled The Telangana Scheduled Castes (Rationalisation of Reservation) Act, 2025, received the Governor’s assent on April 8, 2025, and was officially published in the Telangana Gazette on April 14, 2025.
Main Point :-
(i) Out of the 59 Scheduled Caste (SC) sub-castes in Telangana, 15 have been identified as the "most backward," representing just 0.5% of the state’s SC population. These communities have been allocated 1% reservation, which is double their population share, to improve their access to education and employment opportunities.
(ii) A total of 18 SC sub-castes that were receiving marginal benefits under the previous system have been categorized under Group-II. These sub-castes have now been allocated 9% reservation, aiming to enhance their representation and support in both education and public sector jobs.
(iii) The remaining 26 SC sub-castes, considered to have relatively better access to social and economic opportunities, fall under Group-III and have been granted 5% reservation. Notably, out of the 59 total sub-castes, 33 continue in their earlier classification, and only 26 sub-castes, accounting for 3.43% of the SC population, have been reclassified under this new system.

Crown Prince of Dubai Sheikh Hamdan bin Mohammed Concludes First Official Visit to India and 8 MoUs Signed to Boost Bilateral Ties.

Odisha Joins as 34th State to Roll Out Ayushman Bharat PM-JAY Scheme.
In April 2025, the Government of Odisha, in collaboration with the Ministry of Health and Family Welfare (MoHFW), launched three major health schemes—Ayushman Bharat Pradhan Mantri-Jan Arogya Yojana (AB PM-JAY), Gopabandhu Jan Arogya Yojana, and Ayushman Vaya Vandana Yojana—during a grand event held in Cuttack, Odisha.

UAE Recently Elected as Chair of INTERPOL's Governance Committee.
In April 2025, the Ministry of Interior of the United Arab Emirates (UAE) was recently elected to chair the International Criminal Police Organization (INTERPOL)'s Committee on Governance, one of INTERPOL’s key advisory bodies. With this, the UAE became the first country to lead this newly formed standing committee, and will serve a two-year term.
- Lieutenant Colonel Dana Humaid Al Marzouqi, Director General (DG) of the International Affairs Bureau at the UAE Ministry of Interior, secured 67% of the total votes from representatives of INTERPOL member states during the committee session held in Lyon, France.
- As part of its mandate, the UAE will be responsible for leading discussions on INTERPOL’s governance, representing the committee in reports to the General Assembly and Executive Committee, and coordinating with member states to strengthen INTERPOL's overall functioning.

NPCI Updates UPI Guidelines, Introduces Fresh Transaction Limits.
In April 2025, the National Payments Corporation of India (NPCI), headquartered in Mumbai, Maharashtra, introduced key updates to the Unified Payments Interface (UPI) framework. These changes, which came into effect on 4th April 2025, are aimed at boosting user security and minimizing fraudulent activities across digital transactions.
- One of the most significant changes is the discontinuation of international QR code payments using the "QR Share & Pay" method. This move affects users attempting to make payments by scanning QR codes shared through messaging apps or social media platforms while abroad.
- Non-Resident Indians (NRIs) and other Indian users overseas can no longer scan shared QR codes via apps like WhatsApp to complete transactions. However, in-person scanning of QR codes at physical merchant locations abroad remains permitted, ensuring legitimate international purchases are still supported.
- NPCI has also capped domestic transactions involving QR Share & Pay payments to non-verified offline merchants at Rs. 2,000 per transaction. This measure is intended to prevent fraud and encourage merchants to undergo proper verification and registration.
Main Point :-
(i) By restricting the transaction limit with unverified merchants, NPCI hopes to foster trust and transparency in small-scale peer-to-merchant (P2M) digital transactions across India, particularly in informal retail sectors.
(ii) Another critical revision includes the prohibition of "collect requests" for reloading wallets. Merchants can no longer send UPI requests asking users to load money into prepaid wallets or gift cards, which had been commonly exploited in scams.
(iii) Instead, users will now be required to manually initiate wallet recharges using push-based transactions. This change gives consumers greater control over their funds and helps reduce unauthorized deductions due to fraudulent requests.

RBI Slaps ₹3.20 Lakh Fine on Citibank for Breaching FEMA Guidelines.
In April 2025, the Reserve Bank of India (RBI), headquartered in Mumbai, Maharashtra, imposed a monetary penalty of ₹3.20 lakh on Citibank N.A., a banking institution based in New York, United States of America (USA), for violating provisions under the Foreign Exchange Management Act (FEMA), 1999.
- The penalty was imposed for contravention of Section 10(4) of FEMA, 1999, which outlines the obligations of authorized persons to ensure compliance with rules related to foreign exchange dealings.
- The RBI found that Citibank N.A. failed to conduct proper due diligence while processing inward remittances originating from a Foreign Currency Account held by one of its clients. This lapse was considered a breach of regulatory norms meant to prevent misuse of cross-border fund flows.
- As per the provisions of Section 11(3) of FEMA, the RBI exercised its authority to levy the fine, emphasizing the need for vigilance and compliance among authorized dealers of foreign exchange.

(i) Prior to the imposition of the penalty, the RBI had issued a Show Cause Notice to Citibank N.A., requesting justification for the suspected violation. The bank submitted a written response and also provided oral submissions during the proceedings.
(ii) After a thorough evaluation of the case and the explanations provided, the RBI determined that the violation was established, and thus proceeded with the monetary penalty.

- The sanctuary was formally notified under the Wildlife Protection Act, 1972, and was inaugurated on 14th April 2025, commemorating the 134th birth anniversary of Dr. Bhimrao Ramji Ambedkar.
- The creation of this WLS aims to strengthen wildlife conservation, safeguard regional biodiversity, and promote sustainable eco-tourism along with generating employment opportunities in the region. Madhya Pradesh retains its title as the “Tiger State of India.”
- Dr. Bhimrao Ambedkar Abhyaran is situated within the North Sagar Forest Division, encompassing forested regions in Banda Tehsil and Shahgarh of the Sagar district, Madhya Pradesh (MP). It has been strategically planned to serve as a protected wildlife corridor between the Panna Tiger Reserve in the Bundelkhand region and the Madhav Tiger Reserve in the Gwalior-Chambal region.

(iii) As a national comparison, Ranthambore National Park in Rajasthan is among the largest and most famous tiger reserves in the country. Interestingly, the Andaman and Nicobar Islands have the highest number of Wildlife Sanctuaries (WLS) in India, with a total of 97 sanctuaries among all states and Union Territories.

India's Raw Silk Production Sees Steady Growth with 16.46% Boost in Exports in 2023-24.
According to recent data released by the Ministry of Textiles (MoT), India has shown a consistent rise in silk production and exports from 2017-18 to 2023-24, reflecting its strengthened capacity in sericulture and growing significance in the global silk market.
- India holds the position as the second-largest producer and consumer of silk in the world, with sericulture being deeply rooted in its historical, cultural, and economic fabric.
- Raw silk production in India has increased from 31,906 Million Tonnes (MT) in 2017-18 to 38,913 MT in 2023-24, indicating significant growth in domestic sericulture output.
Main Point :-
(i) Silk and silk goods exports rose from Rs.1,649.48 crores in 2017-18 to Rs.2,027.56 crores in 2023-24, showcasing a 16.46% export boost.
(ii) This growth is attributed to the expansion of mulberry plantations, which increased from 223,926 hectares (ha) in 2017-18 to 263,352 ha in 2023-24. Consequently, mulberry silk production also grew from 22,066 MT to 29,892 MT during the same period.
(iii) According to the Directorate General of Commercial Intelligence and Statistics (DGCIS), India exported 3,348 MT of silk waste in the financial year 2023-24, further contributing to its global trade footprint in the silk sector.

The Department of Chemicals and Petro-Chemicals under the Ministry of Chemicals and Fertilizers is implementing the Scheme for Setting up of Plastic Parks under the umbrella initiative New Scheme of Petrochemicals. The scheme aims to develop Plastic Parks equipped with state-of-the-art infrastructure and common facilities to promote polymer-based industrial growth.
- According to 2022 World Bank estimates, India ranks 12th globally in plastic exports.
- India’s plastic export value has shown substantial growth, rising from 8.2 million thousand USD in 2014 to an estimated 27 million thousand USD in 2022.
- The Government of India, through the Scheme for Setting up of Plastic Parks, offers financial assistance to support project implementation. Under this initiative, up to 50% of the project cost is covered, subject to a maximum ceiling of Rs. 40 crores per project. This substantial financial aid aims to encourage the development of world-class infrastructure in the plastics sector.

CPCB Launches 'Blue Category' to Regulate High-Pollution Incineration Industries in India.
In April 2025, the Central Pollution Control Board (CPCB), based in New Delhi, Delhi, introduced a new category of industries termed the ‘Blue Category.’ This classification is based on Essential Environmental Services (EES) aimed at managing pollution caused by anthropogenic (human-induced) activities.
- Previously, Waste-to-Energy (WTE) incineration industries, which use the process of burning unsegregated Municipal Solid Waste (MSW) to produce "dirty electricity," were classified as 'Red Category' industries by CPCB.
- Industries under the Blue Category will be granted an additional two years of validity for their Consent to Operate (CTO), allowing them to continue operations based on their Pollution Index (PI).
Main Point :-
(i) The new classification is based on the 'precautionary principle,' meaning industries are assessed for their potential to pollute the environment, even before actual damage occurs.
(ii) Industries producing minimal hazardous waste will also be classified under the Blue Category.
(iii) This includes sectors such as composting, Compressed Biogas (CBG) plants, Sewage Treatment Plants (STPs), and Material Recovery Facilities (MRF). Despite having a high Pollution Index (PI) of 97.6, Waste-to-Energy (WTE) plants have been included in the Blue Category due to the environmental services they provide.

MoC Inks CMDPAs for Marwatola-II and Namchik West Coal Blocks to Boost Coal Production.
In April 2025, the Ministry of Coal (MoC), Government of India (GoI), signed Coal Mine Development and Production Agreements (CMDPAs) with the successful bidders for two coal mines — Marwatola-II and Namchik West — under the 11th round of commercial coal mining auctions.
- This initiative aligns with India’s strategic goals of enhancing energy security and achieving self-reliance in coal production.
- Marwatola-II, located in Madhya Pradesh (MP), has been awarded to Singhal Business Private Limited, based in Raipur, Chhattisgarh. The Namchik West mine, located in Arunachal Pradesh (AR), has been awarded to PRA Nuravi Coal Mining Private Limited, also based in Raipur.
- Out of the two coal blocks, one is fully explored, while the other is partially explored, indicating varied readiness levels for commercial development.

(i) The two coal blocks have a combined Peak Rated Capacity (PRC) of approximately 0.34 Million Tonnes Per Annum (MTPA).
(ii) An initial investment of around Rs. 55 crore is projected to operationalize the mines, which are expected to yield annual revenue of about Rs. 106.14 crore.
(iii) With the inclusion of these two coal mines, the Ministry of Coal has signed CMDPAs for a total of 120 coal mines under the commercial auction framework. These collectively represent a cumulative PRC of 265.64 MTPA, annual revenue generation of Rs. 37,300 crore, and projected investments worth Rs. 39,900 crore.

DRDO Successfully Tests Mk-II Laser Directed Energy Weapon (DEW) System in Andhra Pradesh.
In April 2025, the Defence Research and Development Organisation (DRDO), headquartered in New Delhi, successfully conducted the field trial of its vehicle-mounted Mk-II (A) Laser-Directed Energy Weapon (DEW) system. The test took place at the National Open Air Range (NOAR) located in the Kurnool district of Andhra Pradesh.
- This trial marked a significant advancement in India’s defence capabilities, showcasing indigenous innovation under challenging environmental conditions.
- The Laser-DEW Mk-II(A) was tested for operational efficiency in extreme weather conditions and demonstrated its ability to engage targets at a range of 3.5 kilometres. With this successful trial, India has become the fourth country in the world—after the United States, Russia, and China—to possess a Star Wars-like DEW system, placing it among the global leaders in laser weapon technology.
- The Mk-II Laser DEW is a powerful 30 kilowatt (KW) laser-based weapon designed to disable, degrade, or destroy small unmanned aerial vehicles (UAVs), swarm drones, missiles, and other surveillance or attack sensors. The weapon works by directing a concentrated beam of light to heat and damage the target, achieving high-impact results with surgical precision.

Gujarat Police Unveils 'GP-DRASTI Project' to Strengthen Crime Monitoring Using Drones.
In April 2025, the Gujarat Police launched the Gujarat Police - Drone Response and Aerial Surveillance Tactical Intervention (GP-DRASTI) Project to improve emergency response using drone-based surveillance. This initiative is designed to reduce response time during crime incidents and enhance law enforcement efficiency through advanced technology.
- As per the project's framework, when a crime is reported via the emergency number 100, alerts are simultaneously dispatched to both the Police Control Room (PCR) van and the drone base station.
- This ensures that drones and ground forces are mobilized simultaneously, optimizing real-time crime scene monitoring and response.

(i) A 10-day pilot trial in Ahmedabad and Surat demonstrated impressive results, with drones arriving at the incident site within 2 to 2.5 minutes, significantly faster than PCR vans.

In April 2025, the International Finance Corporation (IFC), a member of the World Bank Group (WBG) based in the United States, launched a call for expressions of interest for eligible Financial Services Providers (FSPs) to participate in its Catalytic First Loss Guarantee Facility under the Micro, Small, and Medium Enterprise (MSME) Finance Platform.
- The facility is designed to enhance credit access for women-owned businesses, agriculture-based MSMEs, and climate-focused financing, while also demonstrating the commercial potential of these sectors.
- The primary aim of the facility is to offer first-loss guarantees to qualified third-party FSPs. This will empower them to expand operations, explore innovative products, and adopt inclusive risk criteria.

India Observes 106th Anniversary of Jallianwala Bagh Massacre on April 13, 2025.
On 13th April 2025, India observed the 106th anniversary of the Jallianwala Bagh Massacre, also known as the Amritsar Massacre, which took place on 13th April 1919 in Amritsar, Punjab (then under British India). Prime Minister Narendra Modi and several leaders paid homage to the victims, calling it a “dark chapter” in Indian history and a “major turning point” in the country’s freedom struggle.
- The massacre occurred during the Baisakhi festival, when hundreds of unarmed civilians, including women and children, had assembled at Jallianwala Bagh to peacefully protest against the repressive Rowlatt Act and also to celebrate the traditional fair. The gathering was non-violent and unaware of any imposed restrictions.
- Acting Brigadier-General Reginald Dyer ordered his troops to open fire without warning on the innocent crowd. The shooting continued until the troops exhausted their ammunition. There was no escape route, and the firing lasted around ten minutes.
- According to official British records, 379 people were killed, but Indian sources and eyewitnesses suggest the actual death toll was in the thousands. The incident shocked the nation and intensified the demand for India’s independence from British rule.

(i) The Rowlatt Act of 1919, officially known as the Anarchical and Revolutionary Crimes Act, was passed by the British based on the Sedition Committee led by Justice Rowlatt. It gave the colonial government the power to arrest and detain individuals without trial for up to two years, sparking widespread protests across the country.
(ii) Following the massacre, the British government set up the Hunter Commission in 1919, officially called the Disorders Inquiry Committee, chaired by Lord William Hunter. The committee investigated the incident and questioned General Dyer, whose controversial testimony drew global criticism. His story was later documented in Nigel Collett’s book “The Butcher of Amritsar”.
(iii) In 1920, a trust was formed to build a memorial at the site. The memorial was inaugurated on April 13, 1961, by then-President Dr. Rajendra Prasad in the presence of Prime Minister Jawaharlal Nehru. The design was created by Benjamin Polk, an American architect, and the site now stands as a symbol of the sacrifice and spirit of India’s freedom struggle.

This report is the second in the series on Global Value Chains (GVCs) and was launched by Suman Bery, Vice Chairman, NITI Aayog.
- The report delves into the transformative potential of India's automotive component industry and outlines a strategic roadmap to enhance India's role in the global automotive ecosystem.
- India has become the fourth-largest automobile producer globally, following China, the United States of America (USA), and Japan, with an annual production of nearly 6 million automobile units.
- The Indian auto industry produced over 28 million vehicles from April 2023 to March 2024, including Passenger Vehicles, Commercial Vehicles, three-wheelers, two-wheelers, and Quadricycles.

MoI&B, Maharashtra Govt, MFSCDCL & IICT Collaborated to Establish India’s First AVGC-XR Centre of Excellence in Mumbai.
In April 2025, the Ministry of Information & Broadcasting (MoI&B) signed a Memorandum of Understanding (MoU) with the Government of Maharashtra and the Maharashtra Film, Stage & Cultural Development Corporation Limited (MFSCDCL), headquartered in Mumbai, to establish India's first-of-its-kind institute dedicated to Animation, Visual Effects, Gaming, Comics, and Extended Reality (AVGC-XR).
- The institute, named the Indian Institute of Creative Technologies (IICT), will be set up at Dadasaheb Phalke Film City in Goregaon, Mumbai, and will be developed through a Public-Private Partnership (PPP) model.
- The MoU was signed in the presence of Maharashtra Chief Minister Devendra Fadnavis and Union Minister Ashwini Vaishnaw, with Sujata Saunik, Chief Secretary of Maharashtra, and Sanjay Jaju, Secretary of MoI&B, as the official signatories.
- The Indian Institute of Creative Technologies (IICT) will be established as a not-for-profit Section 8 company under the Companies Act, 2013. The equity structure will include 34% by the Government of India, 14% by the Government of Maharashtra through MFSCDCL, and the remaining 52% equally shared between FICCI and CII, both headquartered in New Delhi.

(i) The Government of India has sanctioned an initial grant of ₹391.15 crore for infrastructure development and early operations. In addition, MFSCDCL has allotted a 10-acre land parcel within Film City, Mumbai, on a 30-year lease to facilitate the establishment of the institute.
(ii) IICT will initially operate from a temporary campus located at the premises of the National Film Development Corporation (NFDC) Limited in Mumbai. The institute envisions becoming a national centre for India's creative economy, fostering growth and innovation in the AVGC-XR sector.
(iii) Functioning as a Centre of Excellence (CoE), IICT will focus on training, education, research, and innovation in Animation, Visual Effects, Gaming, Comics, and Extended Reality. It will also form a Governing Council and sector-specific councils to maintain industry alignment, support global collaborations, and drive skill development and employment opportunities in the creative industries.

MoE Announced a 9.5% Increase in Material Costs Under the PM POSHAN Scheme, Effective from May 1, 2025.
In April 2025, the Ministry of Education (MoE) Announced a 9.5% Hike in Material Costs Under PM POSHAN Scheme, Effective from May 1, 2025.The Ministry of Education (MoE) recently announced a 9.5% increase in the material cost under the centrally sponsored Pradhan Mantri Poshan Shakti Nirman (PM POSHAN) scheme, previously known as the Midday Meal Scheme.
- The revision is based on inflation trends, as per the Consumer Price Index for Rural Labourers (CPI-RL), compiled by the Labour Bureau under the Ministry of Labour & Employment (MoL&E).
- For the Financial Year 2025-26 (FY26), the Union Government has allocated an overall budget of ₹12,500 crore for the PM POSHAN scheme. To implement the revised cooking cost, an additional ₹954 crore will be borne by the Union Government.
Main Point :-
(i) The material cost per student under the PM POSHAN scheme has been revised, effective from May 1, 2025. For Kindergarten and Primary Classes (Grades 1 to 5), the cost has increased from ₹6.19 to ₹6.78 per student per day.
(ii) For Upper Primary Classes (Grades 6 to 8), the material cost has been raised from ₹9.29 to ₹10.17 per student per day.

IRDAI Imposed ₹1.06 Crore Penalty on Flipkart for Violating Insurance E-commerce and Corporate Agency Regulations.
In April 2025, the Insurance Regulatory and Development Authority of India (IRDAI), headquartered in Hyderabad, Telangana, imposed a monetary penalty of ₹1.06 crore on Bengaluru (Karnataka)-based Flipkart Internet Private Limited (FIPL) for violating e-commerce guidelines related to online insurance distribution.
- FIPL has been instructed by IRDAI to remit the penalty within 45 days. The company also has the option to appeal the order before the Securities Appellate Tribunal (SAT).
Main Point :-
(i) A fine of ₹1 crore was imposed for violating the Insurance E-commerce Guidelines, 2017, specifically the clause stating that an insurance intermediary can onboard only insurers as permitted on its Insurance Self-Network Platform (ISNP).
(ii) FIPL was found redirecting consumers to the “Buy Insurance” section of another insurance intermediary instead of the actual insurer's website.
(iii) An additional fine of ₹6 lakh was levied for continuing the sale and purchase of insurance policies via its platform even after its Certificate of Registration (CoR) expired on September 25, 2024, thereby violating Clause 3(ii)(a) of Schedule III read with Regulation 26 of the IRDAI (Registration of Corporate Agents) Regulations, 2015.

Moody’s Analytics Revised India’s CY25 GDP Growth Forecast Down to 6.1%.
In April 2025, New York-based Moody's Analytics, a subsidiary of Moody's Corporation, released its latest report titled "APAC Outlook: US Versus Them." According to the report, India's Gross Domestic Product (GDP) growth forecast for Calendar Year 2025 (CY25) has been revised downward by 30 basis points (bps) to 6.1%, compared to its previous estimate of 6.4% (March 2025).
- The report attributed the revision to potential risks posed by new tariffs imposed by the United States (USA), especially affecting sectors such as gems and jewellery, textiles, and medical devices.
- However, it also emphasized that India's overall economic growth remains relatively insulated from such external shocks, as external demand contributes a smaller share to the country’s total GDP.
- The report highlighted that the United States of America (USA), one of India's major trading partners, has imposed a 26% tariff on Indian imports, significantly impacting India’s trade balance. Notably, President Donald Trump announced this reciprocal tariff on 60 countries including India, effective April 9, 2025. However, the Trump administration later declared a 90-day freeze on implementing the tariffs, excluding China.

(i) According to Moody’s Analytics, the Reserve Bank of India (RBI) is expected to cut interest rates due to easing headline inflation, predicting a 25 basis points (bps) reduction in the policy rate to 5.75% by the end of Calendar Year 2025 (CY25).
(ii) The report also revised down the GDP growth projections for several Asia-Pacific countries, including China, New Zealand, Indonesia, South Korea, and the Philippines. However, India's GDP downgrade was comparatively less severe, given its lower dependency on exports when compared with countries like Vietnam, China, and Taiwan.
(iii) Additionally, the RBI, in its 1st Bi-monthly Monetary Policy for FY2025-26, announced in April 2025, had already reduced India’s GDP growth forecast from 6.7% to 6.5% for the fiscal year, further reinforcing Moody’s outlook.

DRDO Conducted Trials of Indigenous LRGB ‘Gaurav’ Using Su-30 MKI Aircraft.
In April 2025, the Defence Research and Development Organisation (DRDO), headquartered in New Delhi (Delhi), successfully conducted release trials of the indigenous Long-Range Glide Bomb (LRGB) named ‘Gaurav’. These trials were carried out between April 8 and 10, 2025, using the Su-30 MKI fighter aircraft.
- The weapon system was developed indigenously by DRDO through collaboration among multiple key laboratories. These include the Research Centre Imarat (RCI) in Hyderabad, Telangana, the Armament Research and Development Establishment (ARDE) in Pune, Maharashtra, and the Integrated Test Range (ITR) in Chandipur, Odisha.
- The project was developed in partnership with Indian defence industry leaders. Key contributors included Adani Defence Systems & Technologies Limited in Ahmedabad, Gujarat, Bharat Forge Limited (BFL) in Pune, Maharashtra, along with several other Micro, Small and Medium Enterprises (MSMEs), reflecting a strong public-private collaboration in India’s defence innovation ecosystem.
- These successful trials of LRGB ‘Gaurav’ mark a significant milestone in India's efforts towards self-reliance in advanced precision-guided munitions under the “Make in India” initiative.

(i) During the trials, the indigenous Long-Range Glide Bomb (LRGB) ‘Gaurav’ was tested by mounting it on various positions of the Su-30 MKI aircraft with different types of warheads. The weapon was launched towards a land-based target located on an island and successfully struck it with precision from a standoff distance of around 100 kilometres (km).
(ii) The quality assurance and certification process for ‘Gaurav’ was supported by two key organisations — the Centre for Military Airworthiness & Certification (CEMILAC), located in Bengaluru, Karnataka, and the Directorate General of Aeronautical Quality Assurance (DGAQA), a regulatory body functioning under the Department of Defence Production (DDP), Ministry of Defence (MoD) in New Delhi.
(iii) ‘Gaurav’ is a new-generation smart precision-guided weapon in the 1,000 kilogram (kg) class, featuring a wingspan of 3.4 meters. It has a strike range between 30 km and 150 km, and employs advanced guidance systems such as GPS (Global Positioning System), inertial navigation, and optionally laser or infrared sensors to accurately engage both stationary and mobile/hardened targets. The bomb can be equipped with fragmentation warheads for soft targets or penetration-blast warheads for fortified structures like bunkers.

In April 2025, legendary Kathak dancer and Padma Awardee Kumudini Lakhia passed away at the age of 95 at her residence in Ahmedabad, Gujarat. She was born on May 17, 1930, in Ahmedabad. In recognition of her lifelong contribution to Indian classical dance, she was conferred with the Padma Vibhushan in January 2025 in the ‘Arts’ category, India's 2nd highest civilian award.
- Kumudini Lakhia began her dance journey with the renowned Ram Gopal troupe and toured extensively across the globe. She played a pivotal role in popularizing Indian classical dance forms, especially Kathak, on international platforms, earning global admiration and respect for her unique style and contribution.
- Some of her most notable choreographic works include Dhabkar (Pulse), Yugal (The Duet), and Atah Kim (Where Now?). She presented Atah Kim at the Kathak Mahotsav in Delhi in 1980, which marked a significant milestone in contemporary Kathak choreography.
- She established the Kadamb: Centre for Dance and Music in Ahmedabad in 1964, which became a hub for innovation in Kathak. Through Kadamb, she expanded the vocabulary, structure, and aesthetics of Kathak, infusing it with a contemporary perspective while preserving its classical essence.

In April 2025, renowned environmentalist Daripalli Ramaiah, popularly known as “Vanajeevi Ramaiah” and “Chettu Ramaiah”, passed away at the age of 87. He was famously known as the “Tree Man of India” for his lifelong commitment to planting and conserving trees.
- Born in 1937 in Reddipalli village, located in Khammam Rural Mandal, Telangana, Ramaiah worked as a potter by profession. However, his true calling was in greening the planet, which he pursued as a personal mission.
- Over the years, Ramaiah is estimated to have planted more than one crore (10 million) trees across Telangana and Andhra Pradesh, earning him national and international acclaim as one of India's most devoted environmentalists.
- He often wore a wooden placard with the Sanskrit quote “Vriksho Rakshati Rakshitah”, which translates to “If you protect trees, they will protect you.” This phrase became symbolic of his deep-rooted belief in environmental conservation.

Indian Army Observes 41st Siachen Day on April 13, 2025, Marking Operation Meghdoot’s Historic Success.
Every year, Siachen Day is observed by the Indian Army (IA) on April 13 to commemorate the success of Operation Meghdoot, a historic military operation that allowed India to gain control of key positions on the Siachen Glacier, the world's highest battlefield. This day honours the bravery, determination, and sacrifices made by the Indian troops in extremely harsh conditions.
- The significance of April 13 lies in the launch of Operation Meghdoot in 1984, when Indian troops landed at Bilafond La Pass and swiftly occupied strategic peaks in the Siachen region. The operation gave India a strategic advantage in the contested Kashmir region.
- 13th April 2025 marks the 41st anniversary of India’s continuous presence at the Siachen Glacier. The day also serves as a tribute to soldiers who continue to guard the glacier while enduring one of the most difficult terrains and weather conditions in the world.
- Operation Meghdoot, the longest military operation in the world till date, was a proactive campaign launched by the IA in response to intelligence reports about Pakistan's planned military advances in the region. The Indian Army acted swiftly to preempt Pakistan's moves.

(iii) The soldiers stationed on the glacier face extreme hardships. Each is posted for about three months under life-threatening conditions including sub-zero temperatures and frequent avalanches, all while keeping a constant vigil against enemy intrusions in the high-altitude warzone.

Meghalaya’s Ryndia and Khasi Handloom Products Granted GI Tag for Indigenous Textiles.
In April 2025, Chennai (Tamil Nadu, TN)-based Geographical Indications (GI) Registry, under the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry (MoC&I), officially granted the Geographical Indication (GI) tag to Meghalaya's indigenous textile, 'Ryndia' silk and Khasi handloom products.
- This achievement aligns with the vision of Meghalaya Chief Minister (CM) Conrad Kongkal Sangma and Textiles Minister Paul Lyngdoh to promote the state’s indigenous heritage and establish "Brand Meghalaya" on a global platform.
- The GI recognition applies to Ryndia, a handwoven, hand-spun, naturally dyed, organically produced, and ethically sourced fabric, along with other traditional Meghalaya handloom products.
- The initiative was led by the Meghalaya Department of Textiles with support from NABARD and technical guidance from GI expert Dr. Rajnikanth, facilitating joint applications by the Textiles Department and the Meghalaya Ryndia Producers Association. It was further catalyzed by the recognition of Umden-Diwon Village (Ri-Bhoi district) as Meghalaya’s 1st Eri Silk Village on February 12, 2021.

(i) "Ryndia" is the Khasi name for Eri silk, derived from the ryndia (castor) plant that feeds the Philosamia ricini silkworms. It is a unique heirloom fabric known for its traditional and sustainable qualities. Ryndia or Eri silk is also referred to as Peace Silk or Ahimsa Silk, as it is extracted without harming the silkworms, preserving Meghalaya's eco-conscious weaving heritage.
(ii) This fabric is primarily produced by the indigenous Khasi, Bhoi, and Jaintia artisans of Meghalaya, with Ryndia weaving being a woman-centric tradition among the Khasi tribes. The fabric is hand-spun, handwoven, and naturally dyed, reflecting both cultural legacy and ethical craftsmanship.
(iii) A Geographical Indication (GI) tag certifies products from a specific region with unique qualities or reputation. In India, it is governed by the GI Act, 1999 (effective from 15 Sept 2003). The Ministry of Commerce & Industry (MoC&I) aims to reach 10,000 GI tags by 2030 to boost local heritage.

In April 2025, the India Global Forum (IGF) hosted its flagship event, 'NXT25 Summit 2025 – Leading the Leap', from April 7 to 8 at the Jio World Convention Centre in Mumbai, Maharashtra.

Mauritius Becomes First African Nation to Sign Partnership Framework with International Solar Alliance (ISA).
In April 2025, Mauritius became the first African country and the fourth globally—after Bangladesh, Bhutan, and Cuba—to sign a Country Partnership Framework (CPF) with the International Solar Alliance (ISA), a treaty-based intergovernmental organization launched by India and France in 2015.
- The CPF was signed during the two-day Global SolarX Accelerator Programme hosted by the ISA in Mauritius. The strategic partnership was formalized in Port Louis by Barakat Ahmed, Regional Programmes Head for Africa at ISA, and Zeenat Guness-Goolbar, Permanent Secretary of Mauritius' Ministry of Energy and Public Utilities.
- The CPF is a renewable three-year strategic framework introduced by ISA to deepen long-term collaboration with its member countries in the field of solar energy and sustainable development.
- Under the recently signed Country Partnership Framework (CPF), a Country Partnership Strategy (CPS) will be formulated to implement solar energy projects specific to Mauritius’s requirements. The key focus areas include floating solar, rooftop solar systems, solar-powered water pumps, agrivoltaics, and green hydrogen technologies.

Bangladesh Signs Artemis Accords with NASA to Promote Peaceful Space Exploration.
In April 2025, Bangladesh became the 54th country to sign the Artemis Accords—non-binding agreements initiated by the Washington, D.C. (USA)-based National Aeronautics and Space Administration (NASA) in October 2020. These accords aim to promote peaceful, transparent, and cooperative civil space exploration.

- NASA collaboration will give Bangladesh access to advanced space technologies, satellite systems, and scientific research tools.

RBI Announces Highlights of First Bi-monthly Monetary Policy for FY 2025-26.
The Reserve Bank of India (RBI) conducted its 54th meeting of the Monetary Policy Committee (MPC) from April 7 to 9, 2025, under the chairmanship of Shri Sanjay Malhotra, Governor of RBI.
- The meeting was attended by MPC members including Dr. Nagesh Kumar, Shri Saugata Bhattacharya, Prof. Ram Singh, Dr. Rajiv Ranjan, and Shri M. Rajeshwar Rao.
- The Gross Domestic Product (GDP) growth projection for FY 2025-26 (FY26) was retained at 6.5%, matching the estimate for FY 2024-25.

(i) The MPC unanimously decided to reduce the policy repo rate by 25 basis points (bps) to 6.00%, effective immediately.
(ii) The Standing Deposit Facility (SDF) rate under the Liquidity Adjustment Facility (LAF) was revised to 5.75%.
(iii) The Marginal Standing Facility (MSF) rate and the Bank Rate were both set at 6.25%.

SEBI Clarifies ₹10 Lakh Minimum Investment Requirement for SIFs Applicable at PAN Level.
In April 2025, the Securities and Exchange Board of India (SEBI), headquartered in Mumbai (Maharashtra), introduced a regulatory framework for Specialized Investment Funds (SIFs), which came into effect on April 1, 2025.
- Investors are now required to maintain a minimum aggregate investment of ₹10 lakh across all SIF strategies offered by a single Asset Management Company (AMC). This threshold is calculated at the Permanent Account Number (PAN) level and not per scheme.
- Accredited investors and investments made mandatorily by AMC employees are exempted from the ₹10 lakh minimum investment requirement.
- SEBI’s revised framework allows investors to opt for Systematic Investment Plans (SIPs), Systematic Withdrawal Plans (SWPs), and Systematic Transfer Plans (STPs) under SIFs. However, if market fluctuations reduce investment value below ₹10 lakh, immediate redemption is required.
Main Point :-
(i) SIFs are structured to bridge the investment gap between Mutual Funds (MFs) and Portfolio Management Services (PMS). They are designed for High-Net-Worth Individuals (HNIs), offering tailored strategies such as long-short equity, sectoral rotation, and multi-asset diversification.
(ii) To launch SIFs, AMCs must have at least 3 years of operational history and should maintain an average Assets Under Management (AUM) of ₹10,000 crore or more over the last three years.
(iii) In a related development from March 2025, SEBI revised the minimum investment requirement for Zero Coupon Zero Principal (ZCZP) instruments listed on the Social Stock Exchange (SSE), lowering it from ₹10,000 to ₹1,000.

India and Australia Signed MoU to Enhance Bilateral Cotton Trade.

In April 2025, Mumbai (Maharashtra)-based market regulator, Securities and Exchange Board of India (SEBI) announced the formation of a 6-member High-Level Committee (HLC) chaired by Pratyush Sinha, former Chief Vigilance Commissioner (CVC), to review conflict of interest disclosure provisions for SEBI officials.
- The committee will examine current norms and suggest improvements related to the disclosure of personal property, investments, and liabilities by SEBI board members.
- The HLC is expected to submit its report within three months, after which SEBI's board will review and act upon the recommendations.

Former Lao PDR President Khamtay Siphandone Passes Away.
In April 2025, General Khamtay Siphandone, the former President of the Lao People's Democratic Republic (PDR) and former General Secretary of the Central Committee of the Lao People's Revolutionary Party, passed away at the age of 102 in Vientiane, Lao PDR. Born on February 8, 1924, in Huakhongphayai village, Siphandone province (now Champasack province), he was a prominent figure in the history of Laos.
- He was among the first generation of leaders of the Central Committee of the Lao People's Revolutionary Party, playing a significant role in leading the Lao people in their revolutionary struggle for national liberation.
- Khamtay Siphandone began his career as a postman and later trained as a telegrapher in Saigon, working in Phongsaly province by 1944. His early career laid the foundation for his later involvement in the revolutionary movement in Laos.
- In 1944, he joined the Lao Issara movement and became a member of the Indochinese Communist Party in 1954. He further solidified his political path by joining the Central Committee of the Lao People's Revolutionary Party in 1956.

Resilient Payments, a BharatPe Company Receives RBI Approval to Operate as Online Payment Aggregator.
In April 2025, the Reserve Bank of India (RBI) granted final authorization to Resilient Payments Private Limited, a New Delhi (Delhi)-based subsidiary of the BharatPe Group, to operate as an Online Payment Aggregator (PA). This follows the in-principle approval given in January 2023.
- With this authorization, Resilient Payments will soon launch its online PA platform under the brand name 'BharatPe X', aiming to expand BharatPe’s digital payment services, especially across Tier 2 and Tier 3 cities in India.

In April 2025, New Delhi (Delhi)-based Indian Oil Corporation (IOC) signed a Memorandum of Understanding (MoU) with the Odisha government to establish a world-class petrochemical complex at Paradip, Odisha, with an investment of ₹61,077 crore.
- The MoU was formalized during the Odisha Investors' Meet in New Delhi, making it IOC’s largest-ever single-location investment.

In April 2025, Maharashtra’s Social Justice Minister Sanjay Shirsat announced the government’s decision to rename the town of Khuldabad, located in Chhatrapati Sambhajinagar district, to its historical name Ratnapur.

Union Cabinet Approves Rs 1,600 Cr Irrigation Scheme, 6-Lane Zirakpur Bypass & Railway Line Doubling Project.
On April 09, 2025, the Union Cabinet, chaired by Prime Minister (PM) Narendra Modi, approved the following major proposals and schemes:
- The Union Cabinet approved a new sub-scheme called M-CADWM under the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY). It has a financial allocation of Rs 1,600 crore for the year 2025 to 2026. The scheme is aimed at enhancing water use efficiency and strengthening irrigation infrastructure across the country.
- The Cabinet approved the construction of a 6-lane access-controlled Zirakpur Bypass, covering Punjab and Haryana, to be developed under the Hybrid Annuity Mode (HAM). This project will decongest traffic and enhance connectivity in the region.
- The Union Cabinet approved the doubling of the 104 kilometre-long Tirupati–Pakala–Katpadi single railway line section. This railway stretch spans across Andhra Pradesh and Tamil Nadu. The project has an estimated cost of Rs 1,332 crore and aims to enhance rail capacity while improving regional transport efficiency.
Main Point :-
(i) The project will not only enhance connectivity to the famous Tirumala Venkateswara Temple in Tirupati, Andhra Pradesh but will also provide improved rail access to other major pilgrimage sites such as the Sri Kalahasti Shiva Temple in Sri Kalahasti, Kanipakam Vinayaka Temple in Chittoor district, and Chandragiri Fort in Tirupati. This is expected to attract a large number of pilgrims and tourists from across the country.
(ii) The multi-tracking initiative will significantly improve connectivity to around 400 villages and benefit approximately 14 lakh people living in the region.
(iii) In addition to boosting infrastructure, the project will support India’s climate goals by reducing annual oil imports by nearly 4 crore liters and cutting down Carbon Dioxide (CO2) emissions by about 20 crore kilograms. This environmental benefit is equivalent to planting 1 crore trees.

In April 2025, the Ministry of Panchayati Raj (MoPR) launched the first-ever ‘Panchayat Advancement Index (PAI) baseline report’ for the Financial Year 2022-23 (FY23), aimed at localizing the Sustainable Development Goals (SDGs).
- This initiative serves as a transformative tool to evaluate the performance of over 2.5 lakh Gram Panchayats (GPs) across India using a comprehensive and evidence-based framework aligned with the SDG 2030 Agenda.
- The Panchayat Advancement Index (PAI) is a composite index designed to assess Panchayat performance based on 9 themes under the Localized SDGs (LSDGs), such as Good Governance, Poverty-Free and Enhanced Livelihoods, among others.

(i) According to the 2022-23 PAI data, out of 2,55,699 GPs, a total of 2,16,285 GPs submitted validated data. Among them, 699 (0.3%) Panchayats were identified as Front Runners.

On April 9, 2025, the Investor Education and Protection Fund Authority (IEPFA), headquartered in New Delhi under the Ministry of Corporate Affairs (MoCA), signed a Memorandum of Agreement (MoA) with the India Post Payments Bank (IPPB), also based in New Delhi and functioning under the Department of Posts (DoP), Ministry of Communications (MoC).
- This collaboration marks the launch of Phase 2 of the "Niveshak Didi" initiative, which aims to enhance financial literacy among women residing in rural, semi-urban, and underserved regions across India.
- The "Niveshak Didi" initiative is a community-driven financial literacy program that empowers women postal workers and community leaders to become financial educators in their local areas, promoting responsible investing, fraud prevention, savings habits, and the adoption of digital banking tools.

MSDE and WEF Partner to Launch ‘India Skills Accelerator’ Aimed at Bridging Workforce Skill Gaps.
In April 2025, the Ministry of Skill Development and Entrepreneurship (MSDE), in collaboration with the Switzerland-based World Economic Forum (WEF), co-hosted a high-level roundtable at Kaushal Bhawan, New Delhi. The event marked the official launch of the "India Skills Accelerator", a public-private collaborative platform designed to address India’s pressing skilling challenges.
- The initiative aims to tackle workforce skill gaps—identified by 65% of Indian organizations as a critical barrier—through strategic cross-sector partnerships and comprehensive systemic reforms.
- The India Skills Accelerator initiative aims to unite various sectors to develop innovative and sustainable solutions for India’s evolving skill development needs. It emphasizes fostering awareness and driving a mindset shift by highlighting the future demand for skills in high-growth sectors such as Artificial Intelligence (AI), robotics, energy, cybersecurity, and cloud computing.
- The platform also focuses on strengthening collaborations between the government and industry to promote upskilling, reskilling, and lifelong learning. Additionally, it calls for modernizing institutional frameworks and policies to build a dynamic and adaptive skilling ecosystem across the country.
Main Point :-
(i) The India Skills Accelerator initiative will be co-led by key government stakeholders including Union Minister of State (Independent Charge) Jayant Chaudhary from the Ministry of Skill Development and Entrepreneurship (MSDE), and Dr. Sukanta Majumdar, Union MoS for both the Ministry of Education (MoE) and the Ministry for Development of North Eastern Region (MDONER).

Union Minister Ram Mohan Naidu Inaugurates DFDR and CVR Laboratory at Aircraft Accident Investigation Bureau (AAIB).
On April 10, 2025, Union Minister Ram Mohan Naidu, Ministry of Civil Aviation (MoCA), inaugurated the state-of-the-art Digital Flight Data Recorder (DFDR) and Cockpit Voice Recorder (CVR) Laboratory at the Aircraft Accident Investigation Bureau (AAIB), located at Udaan Bhawan, New Delhi.
- Commonly referred to as the 'Black Box Lab,' the facility has been established with an investment of Rs 9 crore and supported by Bengaluru-based Hindustan Aeronautics Limited (HAL).
- The Minister also launched the ‘Career Guidance Programme’ in Aviation at the Indian Aviation Academy, New Delhi.
Main Point :-
(i) This initiative aims to educate Class 11 and 12 students about career prospects in aviation, including roles such as pilots, air traffic controllers, aircraft designers, and airport managers.
(ii) Additionally, Mahindra Aerostructures Private Limited (MASPL), a Bengaluru-based unit of Mahindra & Mahindra, secured a contract from Airbus Helicopters, a division of France-based Airbus, to manufacture and assemble the main fuselage of the H130 helicopter.

Union MoS Dr. Jitendra Singh Inaugurates India’s First High-Altitude Atmospheric and Climate Research Centre in Jammu & Kashmir.
In April 2025, Union Minister of State (MoS) (Independent Charge), Dr. Jitendra Singh, Ministry of Science and Technology (MoS&T), inaugurated India’s first-ever and the world’s second Himalayan High Altitude Atmospheric and Climate Research Centre at Nathatop, located at an altitude of 2,250 meters in Mandlote village, Udhampur district, Jammu & Kashmir (J&K).
- The centre will primarily focus on climate forecasting, aerosol studies, cloud microphysics, and weather pattern analysis in the North-Western Himalayan region. It supports India’s net-zero goals and reinforces the country's position in global climate science efforts.
- The Nathatop site was selected due to its clean air and minimal pollution levels, making it ideal for studying atmospheric processes in free-tropospheric conditions without interference from urban or industrial emissions.
- The research centre is the result of a collaborative effort involving the Ministry of Earth Sciences (MoES), the J&K Forest Department, and the Central University of Jammu (CUJ), with international expertise provided by the Swiss National Science Foundation (SNSF).
Main Point :-
(i) This high-altitude centre will contribute valuable atmospheric data to the Geneva (Switzerland)-based World Meteorological Organization’s (WMO) Global Atmospheric Watch (GAW) Programme, thus helping to refine global climate prediction models.
(ii) Alongside the inauguration, the Indo-Swiss Joint Research Project titled ‘ICE-CRUNCH’ (Ice Nucleating Particles and Cloud Condensation Nuclei Properties in the North-Western Himalayas) was officially launched in the Udhampur district.
(iii) Under the ICE-CRUNCH project, the centre will begin its first measurements focused on understanding how aerosols affect cloud formation, rainfall patterns, and climate variations in the Himalayan region. This study involves collaboration between Indian researchers and scientists from ETH Zürich, Switzerland, supported by the SNSF.

Union Minister Sarbananda Sonowal Unveils Digital Portal to Strengthen National Waterways Management.
In April 2025, Union Minister Sarbananda Sonowal from the Ministry of Ports, Shipping & Waterways (MoPSW) launched a new digital portal developed by the Inland Waterways Authority of India (IWAI), based in Noida, Uttar Pradesh. The portal is designed to enhance the Ease of Doing Business (EoDB) in the Inland Water Transport (IWT) sector.
- This initiative aims to attract private sector participation in the development and modernization of inland waterways across India. The launch event was attended by Vijay Kumar, Chairman of IWAI, along with other senior officials from IWAI and MoPSW.
- During the launch event of the new digital portal, Union Minister Sarbananda Sonowal introduced the National Waterways (Construction of Jetties/Terminals) Regulations, 2025. These newly established regulations aim to encourage private investment in developing jetties and terminals along India’s extensive network of National Waterways (NWs).
- The new framework allows both private and public sector entities to apply for a No Objection Certificate (NoC) from the Inland Waterways Authority of India (IWAI). This certificate is mandatory for developing or operating an inland waterway terminal, thereby streamlining the entry of new players into the IWT sector.
Main Point :-
(i) The regulations are designed to be inclusive, covering both new and existing terminals—whether permanent or temporary—under a single, unified framework. This ensures standardization and transparency in terminal development and operations on national waterways.
(ii) A significant milestone at the event was the issuance of the first-ever digital NoC through the portal to Marina India Infrastructure Private Limited (MIIPL), based in Mumbai, Maharashtra. This marked the first time a private company received an NoC to construct a terminal on any National Waterway.
(iii) MIIPL will establish a jetty at Malim on river Mandovi (National Waterway-68) in Goa. With an investment of around Rs 8 crore (USD 96,000), the jetty will be capable of berthing up to 16 privately-owned yachts and pleasure crafts with a length of up to 30 meters, boosting tourism and marine infrastructure in the region.

In April 2025, Kolkata (West Bengal)-based Garden Reach Shipbuilders & Engineers Limited (GRSE) entered into a strategic Memorandum of Understanding (MoU) with Gujarat-based Swan Defence and Heavy Industries Limited (SDHI) to boost collaboration in commercial shipbuilding and offshore infrastructure, thereby advancing India's maritime self-reliance under the Atmanirbhar Bharat initiative.
- The MoU is designed to develop a robust and scalable commercial shipbuilding model by harnessing the core competencies of GRSE and SDHI in design, infrastructure, and project execution to serve both domestic and international markets for ships and offshore assets.
- The partnership enables both entities to share infrastructure and jointly develop standardised vessel platforms, aimed at improving project timelines and ensuring cost-effectiveness.
- The agreement encompasses collaboration in vessel trials, commissioning processes, and comprehensive ship repair services.

India and Israel Strengthen Strategic Ties to Enhance Agricultural Innovation and Productivity.
In April 2025, the Government of India (GoI) and the Government of Israel signed significant agreements to strengthen bilateral cooperation in the field of agriculture, focusing on enhancing agricultural productivity, innovation, and sustainability.
- The agreements were signed in New Delhi (Delhi) between Union Minister Shivraj Singh Chouhan, Ministry of Agriculture and Farmers' Welfare (MoA&FW), and Avi Dichter, Israel’s Minister of Agriculture and Food Security, during his first official visit to India in his current role.
- As part of the engagement, Union Minister Shivraj Singh Chouhan extended an invitation to the Israeli delegation to participate in World Food India 2025, scheduled to be held from September 25th to 28th in New Delhi.
