Under the new Drones (Amendment) Rules 2023, citizens can now become drone pilots with any identity, address proof issued by the government.

The amendment is effective from September 27, 2023. NEW DELHI: The Ministry of Civil Aviation has notified the Drone (Amendment) Rules 2023 under which the mandatory requirement of a passport has been waived to further liberalise, promote and facilitate drone operations across the country. Previously, having a passport was a prerequisite for obtaining a Remote Pilot Certificate, causing difficulties for many individuals, particularly in the agricultural sector in rural areas.
