Tamil Nadu Governor R.N. Ravi inaugurated 'Octave 2023 – Northeastern Cultural Festival', organised by the South Zone Cultural Centre, Thanjavur, in Chennai. This festival will go on up to 6th of January 2023 at Bharatiya Vidya Bhavan in Kilpauk. Assam, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura, Manipur and Arunachal Pradesh are among the participating states in the festival organized at the Open Auditorium, Bharatiya Vidyashram, Kilpauk Garden Road under the aegis of SZCC, Union Ministry of Culture.
