Coal Ministry amends Shakti Policy to expand coal linkages and promote market transparency

In a significant step towards reforms in the coal sector, the Coal Ministry has announced amendments to the Shakti Policy (a scheme for transparent exploitation and allocation of coal in India) without Power Purchase Agreements (PPAs). Power plants including private generators have been allowed. Coal linkage is to be given for a minimum of three months and maximum of one year. The amendment, which aims to promote a more transparent coal allocation mechanism, directs that the power generated through such linkages will be sold through power exchanges or through transparent bidding processes on the Discovery of Efficient Energy Price (DEEP) portal.
