On September 1, 2025, the Ministry of Finance, Government of India, announced the appointment of Smt. T.C.A. Kalyani as the 29th Controller General of Accounts (CGA). A 1991-batch officer of the Indian Civil Accounts Service (ICAS), she succeeds Shri S.S. Dubey, who held the position since March 2023. This appointment underscores the government's commitment to strengthening public financial management and enhancing transparency in government accounting.
- Smt. T.C.A. Kalyani is a distinguished alumnus of the University of Delhi, where she graduated with a B.A. in Political Science from Lady Shri Ram College, earning a Gold Medal for her academic excellence. She further pursued advanced studies at Jawaharlal Nehru University (JNU), completing a Master’s degree in International Politics and an M. Phil. in West European Studies.
- Over her illustrious career spanning more than three decades, Kalyani has held significant positions across various ministries, including Defence, Finance, Telecom, Fertilizers, Home Affairs, and Information & Broadcasting. Her extensive experience in public financial management and governance has been instrumental in driving reforms and enhancing efficiency in government operations.
- As the CGA, Kalyani will oversee the government's accounting functions, including the preparation of the central government's accounts for Parliament, managing internal audits, and promoting fiscal prudence and transparency. Her leadership is expected to further strengthen India's public financial management systems and continue driving innovation in government accounting.
Main Point :- (i) Prior to her current appointment, Kalyani served as the Principal Chief Controller of Accounts in the Ministry of Home Affairs, New Delhi. In this capacity, she played a pivotal role in managing the ministry's financial operations and ensuring compliance with financial regulations.
(ii) T.C.A. Kalyani has been a strong advocate for adopting technology to enhance transparency and efficiency in public service delivery. Notably, she led the initiative for the Direct Benefit Transfer (DBT) scheme, facilitating fertilizer purchase assistance to farmers, thereby promoting digital governance and financial inclusion.
(iii) Smt. T.C.A. Kalyani's appointment as the 29th Controller General of Accounts marks a significant step in India's journey towards enhanced financial governance.
