UPSC Launches ‘Pratibha Setu’ Portal to Connect Near-Selected Candidates with Employers.

On 20 June 2025, the Union Public Service Commission (UPSC) officially launched the ‘Pratibha Setu’ (Professional Resource And Talent Integration – Bridge for Hiring Aspirants) portal, offering a second career opportunity to over 10,000 high-performing candidates who narrowly missed final selection in UPSC examinations.


      - Pratibha Setu is an upgraded version of the earlier Public Disclosure Scheme (PDS) from August 2018. It now features a secure, login-based portal where verified employers—including central ministries, PSUs, autonomous bodies, and private firms—can access biodata of willing, non-recommended candidates who cleared all UPSC stages.

      - The portal includes profiles of candidates who cleared Prelims, Mains, and Interviews in major UPSC exams: Civil Services (CSE), Indian Forest Service (IFoS), Engineering Services (ESE), Central Armed Police Forces (CAPF), Combined Defence Services (CDS), Geoscientist, Medical Services (CMS), and Economic/Statistical Services (IES/ISS).

      - Only candidates who opt in voluntarily are listed. Their soft biodata—educational qualifications, exam credentials, and contact details—becomes visible to verified employers. Candidates retain privacy and control.

Main Point :-   (i) Employers register using their Corporate Identification Number (CIN), verified via the Ministry of Corporate Affairs API. Once approved, they receive login credentials and can filter candidates by exam type, subject, region, and qualifications, shortlisting suitable talent.

      (ii) At launch, the portal listed over 10,000 candidates who are “almost as meritorious” as those selected, per UPSC. These aspirants are now visible to both public and private recruiters seeking high-calibre talent.

(iii) For candidates, Pratibha Setu offers a second gateway into meaningful roles like policy research, governance, consultancy, and public management. For employers, it provides access to a pre-vetted, disciplined talent pool—enhancing recruitment efficiency and reducing screening costs.
