Assam and Meghalaya Governments Collaborate to Develop 55 MW Hydropower-Cum-Irrigation Project.

MOUs and Agreement

In June 2025, the governments of Assam and Meghalaya announced a joint initiative to establish a 55-megawatt (MW) hydropower-cum-irrigation project on the Kulsi River, a tributary of the Brahmaputra in Meghalaya, aimed at meeting water and energy needs and mitigating urban flooding in Guwahati, Assam.

      - The decisions were made during a meeting between Assam Chief Minister (CM) Himanta Biswa Sarma and Meghalaya CM Conrad K. Sangma in Guwahati (Assam).

Main Point :-   (i) The project will generate electricity for both states, with Assam additionally benefitting from enhanced irrigation. Community consultations will be held to address displacement concerns and ensure protection of the Gangetic river dolphin, an endangered species found in the Kulsi River.

(ii) To tackle urban flooding in Guwahati, both states will collaborate with the North Eastern Space Application Centre (NESAC), Shillong, to conduct satellite mapping of flood-prone areas within three months.

(iii) The data collected will be analyzed by Indian Institute of Technology (IIT) Roorkee, Uttarakhand, to devise sustainable flood mitigation solutions for Assam while preserving Meghalaya's economic interests.
