Goa Becomes First State to Achieve 100% Functional Literacy Under ULLAS Initiative.

In May 2025, Pramod Sawant, Chief Minister (CM) of Goa, announced that the state has officially achieved 100% functional literacy under the Government of India (GoI)’s flagship initiative, Understanding for Lifelong Learning for All in Society (ULLAS) – Nav Bharat Saaksharta Karyakram, also known as the New India Literacy Programme (NILP).


      - The announcement was made during the celebration of Goa’s 39th Statehood Day on May 30, 2025, held at Dinanath Mangeshkar Kala Mandir, Panaji (Goa).

      - This achievement represents a major step forward in India's mission to achieve 100% literacy by 2030, as envisioned in the National Education Policy (NEP 2020).

     

Main Point :-   (i) Goa attained a 99.7% literacy rate, surpassing the 95% benchmark required to be declared a completely literate state under NILP. With this, Goa becomes the 2nd Indian state, after Mizoram (98.2%), to cross the stipulated threshold.

      (ii) The programme in Goa was implemented through a strong network of schools, with the support of Resource Adult Trainee Coordinators (RATCs) and a wide base of volunteers, including retired teachers, teacher trainees, and education professionals.

(iii) ULLAS is a Centrally Sponsored Scheme (CSS) aligned with NEP 2020, and is being implemented on the basis of volunteerism for the period 2022–2027.
