MoHUA Announces 4% Housing Quota for Persons with Disabilities.

In May 2025, the Ministry of Housing & Urban Affairs (MoHUA) announced a 4% reservation for Persons with Disabilities (PwDs) in the allocation of government housing under the General Pool Residential Accommodation (GPRA) scheme. This reservation will apply to housing units up to Type 5, benefitting government officials ranging from Assistant Section Officer (ASO) to Director level.


      - The move highlights the Government of India's ongoing commitment to inclusive growth and equal opportunity as part of the Accessible India Campaign (Sugamya Bharat Abhiyan).

      - The decision was formalized through an official memorandum issued by the Directorate of Estates (DoE), in accordance with the Rights of Persons with Disabilities (RPWD) Act, 2016.

      - Sugamya Bharat Abhiyan, launched by the Government of India in 2015, is a nationwide initiative aimed at making public spaces, transportation systems, and information and communication technologies accessible to Persons with Disabilities (PwDs). The campaign is being implemented by the Department of Empowerment of Persons with Disabilities (DEPwD) under the Ministry of Social Justice and Empowerment (MSJE).

Main Point :-   (i) MoHUA will prioritize GPRA allotments each month for government officials with benchmark disabilities, as defined under the Rights of Persons with Disabilities (RPWD) Act, 2016. Eligible officials can participate in the monthly online bidding process conducted by the Directorate of Estates.

      (ii) A 4% reservation has been introduced for Persons with Disabilities (PwDs) in both initial allotment and change of accommodation under GPRA. PwD applicants will be given preference over others on the unified waiting list.

(iii) The Unique Disability Identification (UDID) card issued by the Government of India will serve as valid proof of disability. Currently, the Directorate of Estates manages 1.02 lakh GPRA units across 355 locations in 61 cities nationwide.
