DPIIT Makes BIS Certification Mandatory for Hinges from July 1, 2025.

In March 2025, the Department for Promotion of Industry and Internal Trade (DPIIT) under the Ministry of Commerce and Industry (MoCBI) issued the Hinges (Quality Control) Order, 2025, making it mandatory for all hinges to carry the Bureau of Indian Standards (BIS) certification mark. This move aims to enhance product quality and restrict the import of substandard goods.

  • - The order is designed to boost domestic manufacturing of hinges while ensuring consumer protection against inferior products. The new regulations will take effect from July 1, 2025, allowing manufacturers sufficient time to comply with the prescribed standards.
  • - The Department for Promotion of Industry and Internal Trade has previously issued Quality Control Orders for various products including smart meters, welding rods and electrodes, cookware and utensils, fire extinguishers, electric ceiling fans, and domestic gas stoves to ensure quality and safety standards.
  • - The Bureau of Indian Standards is India's national standards body established under the BIS Act of 1986. It functions under the Ministry of Consumer Affairs Food and Public Distribution and is responsible for developing Indian Standards certifying products and systems and testing laboratories.

💡 Other Important Facts:

  • (i) Mandatory BIS certification requires all hinges sold manufactured imported or stocked in India to carry the BIS mark to ensure quality standards. Hinges made for export are exempt from this requirement.
  • (ii) The order allows up to 200 imported hinges per year for research and development as long as they are not sold commercially.
  • (iii) Violations may result in penalties including up to two years of imprisonment or a minimum fine of two lakh rupees for the first offense. Repeat offenses may incur a fine of five lakh rupees or ten times the value of the goods.
