Union Cabinet Approves Key Proposals, Including Revised Dairy Program, UPI Incentive Scheme, and Major Infrastructure Projects.

On March 19, 2025, the Union Cabinet approved the Revised National Program for Dairy Development (NPDD) with an additional Rs 1,000 crore, bringing the total budget to Rs 2,790 crore for the period from 2021-22 to 2025-26 (15th Finance Commission cycle).


      - The Cabinet approved an Incentive Scheme for the promotion of low-value Bharat Interface for Money (BHIM)-Unified Payments Interface (UPI) transactions under the Person-to-Merchant (P2M) category. The estimated budget for Financial Year 2024-25 is Rs 1,500 crore.

      - The Cabinet also approved a revised Rashtriya Gokul Mission (RGM) with an additional allocation of Rs 1,000 crore, bringing the total to Rs 3,400 crore for the 15th Finance Commission cycle (2021-22 to 2025-26).

      - Approval was granted for the establishment of a new Brownfield Ammonia-Urea Complex at Namrup, Assam. The complex will have an annual production capacity of 12.7 Lakh Metric Tonnes (LMT) of urea, with an estimated project cost of Rs 10,601.40 crore.

Main Point :-   (i) The Union Cabinet approved the construction of a 6-lane, access-controlled Greenfield National Highway (NH) to connect Jawaharlal Nehru Port Authority (JNPA) Port (Pagote) with Chowk in Maharashtra. The project will span 29.219 kilometers with an estimated cost of Rs 4,500.62 crore.

      (ii) The approved initiatives are aligned with the goals of fiscal responsibility and ensure that they fall within the limits set by the Fiscal Responsibility and Budgetary Management (FRBM) Act.

(iii) These approved schemes are expected to drive significant growth and development across multiple sectors, including dairy, digital payments, agriculture, infrastructure, and the urea production industry, benefiting the economy and rural areas.
