J&K CM Omar Abdullah Presents Rs 1.12 Lakh Crore Budget for FY26 with Zero-Deficit.

In March 2025, Jammu & Kashmir (J&K) Chief Minister (CM) Omar Abdullah, who also holds the finance portfolio, presented a Rs 1.12 lakh crore (Rs 1,12,310 crore) budget for the Financial Year 2025-26 (FY26) in the J&K Assembly in Jammu.


      - This budget, which focuses on a zero-deficit approach, excludes provisions for Ways and Means Advances (WMA) and overdrafts.

      - It marked the first budget presented by an elected government in J&K in seven years, as the last budget was presented in 2018 under the PDP-BJP coalition. The UT of J&K became a Union Territory after the abrogation of Article 370 on August 5, 2019.

     

Main Point :-   (i) The total estimated receipts for FY26 are Rs 1,40,309.99 crore, including Rs 28,000 crore for overdraft provisions. Revenue receipts are pegged at Rs 97,982 crore, while capital receipts stand at Rs 14,328 crore. The total gross expenditure for FY26 is estimated at Rs 1,40,309.99 crore.

      (ii) Additionally, the government announced significant welfare measures, including free ridership on government-owned public transport, including e-buses, for all women in the UT starting from April 1, 2025.

(iii) The budget also includes provisions for a free ration of 10 kilograms per person for all beneficiaries of the Antyodaya Anna Yojana (AAY) from April 1, 2025. Furthermore, the marriage assistance for women under AAY has been increased from Rs 50,000 to Rs 75,000.
